      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated 13 SEPTEMBER 2005 were affirmed.  The following
additional findings, conclusions, and recommendations were adopted by the
Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
dated 13 SEPTEMBER 2005.

CONSIDERATION OF ADDITIONAL EVIDENCE:

1.  On 27 October 2005, new information was received from the applicant in
regard to the decision of the Army Board for Correction of Military Records
(ABCMR) in Docket Number AR20040011232, dated 13 September 2005.

2.  The evidence submitted consists of the applicant's service in Kosovo
from 1 March 2003 through 20 March 2004 resulting in his award of the
Kosovo Campaign Medal.

3.  DMS Military Awards Branch Message, dated 11 April 2005, provides that
"under no circumstances shall soldiers receive more than one of the
following; the Armed Forces Expeditionary Medal, Kosovo Campaign Medal,
ACM, ICM, or GWOTEM for the same act, time period or service."

ADDITIONAL DISCUSSION AND CONCLUSIONS:

1.  At the time of the decision of the ABCMR in Docket Number
AR20040011232, dated 13 September 2005, it was the intent of the ABCMR to
make the applicant’s record as administratively correct as it should
properly have been at the time.

2.  The ABCMR's decision in Docket Number AR20040011232 erroneously awarded
the Global War on Terrorism Expeditionary Medal for the applicant's service
in Kosovo, for which he had already received the Kosovo Campaign Medal.

3.  Based on the above Docket Number AR20040011232 should be amended to
delete the award of the GWOTEM.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the decision of the Army Board for Correction of Military
Records set forth in Docket Number AR20040011232, dated 13 September 2005,
to delete the award of the GWOTEM.
