      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that the first award certificate, reflecting
Permanent Orders Number 066-1, dated 6 March 2000, for the Meritorious
Service Medal (MSM) (First Oak Leaf Cluster) for meritorious service during
the period 7 June 1997 to 29 June 2000 filed in the Commendatory Data
section on his Official Military Personnel File (OMPF) be expunged.

2.  The applicant states the dates of service on this certificate are
incorrect.  He states the corrected certificate has also been filed on his
OMPF.

3.  The applicant provides a copy of the "incorrect" award certificate and
"corrected" award certificate.

CONSIDERATION OF EVIDENCE:

1.  The applicant is currently serving as a master sergeant at Fort
McPherson, Georgia.

2.  An award certificate reflecting Permanent Orders Number 066-1, dated
      6 March 2000, shows the applicant was awarded the MSM (First Oak Leaf
Cluster) for meritorious service during the period 7 June 1997 to 29 June
2000.

3.  Permanent Orders 089-2 were published on 29 March 2000 which amended
the period of meritorious service for award of the MSM (First Oak Leaf
Cluster) to "20 August 1997 to 16 March 2000."  In addition, an award
certificate reflecting Permanent Orders Number 089-2 was issued on 29 March
2000 which shows the applicant was awarded the MSM (First Oak Leaf Cluster)
for meritorious service during the period 20 August 1997 to 16 March 2000.

4.  Review of the applicant's OMPF revealed two award certificates, one
reflecting Permanent Orders 066-1 and one reflecting Permanent Orders 089-
2, for the MSM (First Oak Leaf Cluster) and one set of award orders
amending Permanent Orders 066-1.

5.  The first award certificate reflecting Permanent Orders 066-1 filed in
the Commendatory Data section on his OMPF shows the period of meritorious
service as "7 June 1997 to 29 June 2000."

6.  The second award certificate reflecting Permanent Orders 089-2 filed in
the Commendatory Data section on his OMPF shows the period of meritorious
service as "20 August 1997 to 16 March 2000."  The second award certificate
appears to be a "corrected copy" of the first award certificate since the
error was corrected.

DISCUSSION AND CONCLUSIONS:

1.  An award certificate reflecting Permanent Orders 066-1 dated 6 March
2000 shows the applicant received the MSM (First Oak Leaf Cluster) for
meritorious service during the period 7 June 1997 to 29 June 2000.  This
award certificate filed in the Commendatory Data section of the applicant's
OMPF contains erroneous information.

2.  The errors were corrected with an amendatory order, Permanent Orders
089-2, and a new award certificate reflecting Permanent Orders 089-2 was
issued as evidenced by the second award certificate filed in the
Commendatory Data section on his OMPF.  However, if the first award
certificate had only been amended, it was erroneous to issue a new award
certificate with a new permanent order number.

3.  In the interest of clarity, it would be better to show the original
orders had been revoked and allow the second, corrected award certificate,
reflecting Permanent Orders 089-2, to stand.  After this correction, it
would be appropriate to expunge the first award certificate, reflecting
Permanent Orders 066-1, and to expunge Permanent Orders 089-2 amending
Permanent Orders 066-1 from his OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by:

     a.  correcting Permanent Orders 089-2, published on 29 March 2000, to
show they revoked Permanent Orders 066-1 dated 6 March 2000; and
     b.   removing the award certificate reflecting Permanent Orders Number
   066-1, dated 6 March 2000, from the Commendatory Data section on the
applicant's OMPF.  The corrected Permanent Orders 089-2 will not be filed
on his OMPF; however, the award certificate reflecting Permanent Orders 089-
2, dated 29 March 2000, will remain filed on his OMPF.
