      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated
25 May 2004 were affirmed.  The following additional findings, conclusions,
and recommendations were adopted by the Board.

CONSIDERATION OF ADDITIONAL EVIDENCE:

8.  On 20 April 2005, new information was received from the Army Review
Boards Agency-St. Louis in regard to the decision of the Army Board for
Correction of Military Records (ABCMR) in Docket Number AR2003096195, dated
25 May 2004.

9.  The evidence submitted consists of a previously issued DD Form 214
(Report of Separation from Active Duty) covering a 3 year, 10 month and 22
day period of active duty from 30 April 1974 through 21 March 1978.

10.  Army Regulation 635-5 (Separation Documents) prescribes the separation
documents that must be prepared for Soldiers on retirement, discharge,
release from active duty service, or control of the Active Army.  It
establishes standardized policy for preparing and distributing the DD Form
214 (Certificate of Release or Discharge From Active Duty).  It provides
that Item 12 (Record of Service) will be completed as follows:

      a.  Date Entered Active Duty (AD) This Period – Enter the beginning
date of the continuous period of AD for issuance of this DD Form 214, for
which a DD Form 214 was not previously issued.
      b.  Separation Date This Period – The Soldier's transition date.
      c.  Net Active Service This Period – Amount of service this period,
computed by subtracting item 12a from 12b. Lost time and non-creditable
time after ETS [expiration of term of service], if any, are deducted.  Such
time will be identified in Item 18 (Remarks).
      d.  Total Prior Active Service – From previously issued DD Forms 214,
enter total amount of prior active military service less lost time, if any.
      e.  Total Prior Inactive Service – From previously issued DD Forms 214
and/or other documents, enter the total amount of prior inactive service,
less lost time, if any.  DEP [Delayed Entry Program] time that began on or
after 1 January 1985 is not creditable service for pay purposes and will
not be entered in this block.  However, it is creditable service for
completing the statutory MSO, and will be entered in Item 18.
      f.  Foreign Service – From appropriate documents in the Soldier's
personnel file, enter the total amount of foreign service completed during
the period covered in block 12c.

ADDITIONAL DISCUSSION AND CONCLUSIONS:

5.  The DD Form 214 for the period from 30 April 1974 through 21 March 1978
was not discovered during the initial review of this case.  Therefore, the
Board directed that the applicant's active duty service for this period be
accounted for on his DD Form 214 for the period from 22 March 1978 through
31 May 1994.

6.  AR 635-5 is very specific about how the DD Form 214 is completed.  No
prior periods of active duty service for which a separate DD Form 214 was
issued may be carried over to a subsequent DD Form 214.

7.  The applicant's total active duty service, inactive service, and
foreign service are properly accounted for on the two DD Forms 214 issued
to him.  There is no error or injustice in this case.

8.  At the time of the decision of the ABCMR in Docket Number AR2003096195,
dated 25 May 2004, it was the intent of the ABCMR to make the applicant’s
record as administratively correct as it should properly have been at the
time.

9.  The ABCMR's decision in Docket Number AR2003096195 improperly corrected
his DD Form 214 for the period from 22 March 1978 through 31 May 1994.

10.  The ABCMR's decision in Docket Number AR2003096195 is hereby corrected
to show no change in the subject DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

3.  The Board determined that the evidence presented was sufficient to
warrant amendment of the decision of the Army Board for Correction of
Military Records set forth in Docket Number AR2003096195, dated 25 May 2004
to show that his DD Form 214 for the period from 22 March 1978 through 31
May 1994 is correct as issued.

4.  The applicant will be provided a copy of the DD Form 214 issued on
21 March 1978.
