The Board considered the following evidence:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of
Release or Discharge from Active Duty) for the period ending 31 December
1993 to show he completed the Supply Noncommissioned Officer (NCO) Advanced
Course
5-761-C42, the NCO Logistics Program Course, the U. S. Army Reserve (USAR)
Orientation Course, the Stock Control and Accounting Specialist Course and
the Aircraft Repair Parts Specialist Course.
2. The applicant states, in effect, that his records should be corrected
to show these courses.
3. The applicant provides five diplomas from service schools and his
orders amending his retirement date.
CONSIDERATION OF EVIDENCE:
1. The applicant is requesting correction of alleged errors which occurred
on
31 December 1993. The application submitted in this case is dated 14
February 2005.
2. Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice. This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitations if the ABCMR determines that it
would be in the interest of justice to do so. In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.
3. The applicant initially enlisted in the Regular Army on 26 August 1971.
4. His diploma from the U.S. Army Quartermaster School, Fort Lee, Virginia
shows he completed the Stock Control and Accounting Specialist Course on
7 January 1972. This course is listed in item 17 (Civilian Education and
Military Schools) on his DA Form 2-1 (Personnel Qualification Record).
5. His diploma from the U.S. Army Quartermaster School, Fort Lee, Virginia
shows he completed the Aircraft Repair Parts Specialist Course on
8 February 1972. This course is listed in item 17 on his DA Form 2-1.
6. The applicant was discharged from active duty on 17 July 1975. His DD
Form 214 for the period covering 26 August 1971 through 17 July 1975 is not
available.
7. The applicant reenlisted on 18 July 1975 and was discharged on
17 December 1981 for the purpose of immediate reenlistment. He reenlisted
on 18 December 1981.
8. His diploma from the Army Institute for Professional Development shows
he completed the NCO Logistics Program Course on 19 April 1985. This
course is shown on his DD Form 214. Therefore, this course will not be
discussed further in this Record of Proceedings.
9. His diploma from the U.S. Army Quartermaster School, Fort Lee, Virginia
shows he completed the Supply NCO Advanced Course 5-761-C42 on
19 December 1985.
10. His diploma from the U.S. Army Reserve Readiness Training Center, Fort
McCoy, Wisconsin shows he completed 32 hours of training in the USAR
Orientation Course from 29 June to 2 July 1987.
11. The applicant was retired from active duty on 31 December 1993. His
DD Form 214 does not list the Supply Noncommissioned Officer (NCO) Course 5-
761-C42, the U. S. Army Reserve (USAR) Orientation Course, the Stock
Control and Accounting Specialist Course or the Aircraft Repair Parts
Specialist Course in item 14 (Military Education).
12. Army Regulation 635-5 (Separation Documents) establishes the policies
and procedures for completion and distribution of the DD Form 214. In
pertinent part it states that item 14 (military education) will list formal
in service training courses of 40 hours or more successfully completed
during the period of service covered by title, length in weeks, and month
and year completed. This information is to assist the Soldier after
separation in job placement and counseling; therefore, training courses for
combat skills are not listed.
DISCUSSION AND CONCLUSIONS:
1. The evidence of record shows the applicant successfully completed the
Supply NCO Advanced Course 5-761-C42, the Stock Control and Accounting
Specialist Course and the Aircraft Repair Parts Specialist Course.
Therefore, it would be appropriate to add these courses to his DD Form 214.
2. The applicant completed 32 hours of training in the USAR Orientation
Course. However, Army Regulation 635-5 directs that service training
courses of 40 hours or more will be listed in item 14 on the DD Form 214.
Therefore, the USAR Orientation Course is not authorized to be listed in
item 14 on his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief and to excuse failure to timely
file. As a result, the Board recommends that all Department of the Army
records of the individual concerned be corrected by adding the entries
"Supply NCO Advanced Course
5-761-C42, 8 Weeks, 1985," "Stock Control and Accounting Specialist Course,
6 Weeks, 1972," "Aircraft Repair Parts Specialist Course, 4 Weeks, 1972" to
item 14 on his DD Form 214.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
the USAR Orientation Course.

His DD Form 214 properly reflects his service during this period and also reflects his prior active service from 4 August 1974 to 14 June 1977. He was issued a DD Form 214 on 14 June 1977 that reflects his service from 6 August 1974 to 1977 and his DD Form 214 issued on 15 June 1977 correctly reflects his prior active service. The applicant has failed to show through the evidence submitted or the evidence of record that he was issued the wrong RE codes at the time of his separation.
