THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending
23 June 2008 to show:

* three awards of the Army Achievement Medal (AAM)
* one award of the Army Reserve Components Achievement Medal (ARCAM)
* two awards of the Army Reserve Components Overseas Training Ribbon (ARCOTR)

2.  He also requests correction of item 14 (Military Education) of his DD Form 214 to show he completed the:

* Unit Supply Specialist Course
* ADAC-Unit Armorer Course
* Combatives Trainer Course
* Combat Lifesaver Course
* Cardiopulmonary Resuscitation Class

3.  The applicant states:

* he did not have the pertinent documentation on hand while outprocessing
* since that date his record has not been updated 

4.  The applicant provides:

* his DD Form 214 for the period ending 23 June 2008
* a Diploma for the Unit Supply Specialist Course
* his military occupational specialty (MOS) orders
* Permanent orders for three awards of the AAM
* a memorandum awarding him the ARCAM, dated 2 June 2008
* a Memorandum awarding him the ARCOTR, dated 24 November 2008
* a memorandum awarding him the ARCOTR, dated 2 May 2009
* a Certificate of completion for the ADAC-Unit Armorer Course
* a Certificate of Training for the Combatives Trainer Course
* a Certificate of Training for the Combat Lifesaver Course and Cardiopulmonary Resuscitation Class

CONSIDERATION OF EVIDENCE:

1.  He was ordered to active duty from the U.S. Army Reserve on 30 June 2007 in support of Operation Enduring Freedom (OEF).  He served in MOS 31B (military police).  On 23 June 2008, he was honorably released from active duty at the completion of his required active service.  The DD Form 214 he was issued at the time shows in:

	a.  item 13 the:

* Army Good Conduct Medal
* National Defense Service Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
* Overseas Service Ribbon
* Armed Forces Reserve Medal with "M" Device
* Driver and Mechanic Badge with Driver-W Bar

	b.  item 14 the Basic Military Police Reclassification Course, Phase I and II Course, 4 weeks, 2007

2.  He provided a diploma from the U.S. Army Quartermaster School, Fort Lee, VA, dated 28 July 2006, which shows he completed the Unit Supply Specialist Course during the period 6 June 2006 to 28 July 2006.

3.  He provided a Certificate of Completion from Regional Training Site Maintenance which shows he completed the 43-hour ADAC-Unit Armorer Course during the period 11-17 November 2006.
4.  He provided a Certificate of Training from the Arctic Military Police Battalion, Fort Richardson, AK, which shows he completed the 40-hour Combatives Trainer Course during the period 20-24 August 2007.

5.  He provided a memorandum issued by the 215th Military Police Detachment, Fort Buchanan, PR memorandum, subject:  ARCAM Award, dated 2 June 2008, which shows he was awarded the first award of the ARCAM for the period April 2005 to April 2008.

6.  He provided a memorandum issued by Headquarters, 1st Mission Support Command, Fort Buchanan, subject:  Award of the ARCOTR, dated 24 November 2008, which shows he was awarded the ARCOTR for successful completion of training during the period 12 November 2008 to 22 November 2008 in Guantanamo Bay, Cuba.

7.  He provided a memorandum issued by the same headquarters, subject as above, dated 2 May 2009, which shows he was awarded the ARCOTR for successfully completing training during the period 11 April 2009 to 2 May 2009 in Germany.

8.  He provided a Certificate of Training issued by the Puerto Rico Army National Guard (PRARNG), Headquarters, 201st Regiment, Regional Training Institute, Coto Laurel, PR, dated 22 October 2010, which shows he completed the 40-hour Combat Lifesaver Course and 8-hour Cardiopulmonary Resuscitation Class.

9.  The 393rd Combat Service Support Battalion (CSSB) issued the following orders awarding the applicant the AAM as follows:

* Permanent Order 08-030-084, for exceptional service for the period
14 March 2006 through 15 May 2007
* Permanent Order 08-311-105, for meritorious achievement for the period
4 August 2008 to 15 August 2008
* Permanent Order 353-8, for meritorious achievement for the period 24 October to 14 November 2009

10.  Army Regulation 600-8-22 (Military Awards) states the ARCAM is authorized for award to Army personnel, including Active Guard Reserve officers, in the rank of colonel and below for exemplary behavior, efficiency, and fidelity while serving as a member of an Army National Guard or Army Reserve troop program unit or as an individual mobilization augmentee.  Individuals must have completed 
4 years of qualifying service on or after 3 March 1972 and before 28 March 1995.  Beginning on 28 March 1995, the period of qualifying service for award of the 


ARCAM was reduced from 4 to 3 years.  This change is not retroactive.  Such years of qualifying service must have been consecutive.  A period of more than 24 hours between Reserve enlistments or an officer’s service will be considered a break in service.  Credit toward earning the award must begin anew after a break in service.

11.  By message, dated 8 February 2005, the Military Awards Branch, U.S. Army Human Resources Command, provided clarification on award of the Army Good Conduct Medal.  It stated Reserve Component (RC) Soldiers mobilized onto active duty under Title 10 are performing "active Federal military service" and are therefore eligible to be awarded the Army Good Conduct Medal.  The qualifying periods of service must be continuous enlisted active Federal service.  The period of service for the Army Good Conduct Medal begins and the Army Reserve Components Achievement Medal (ARCAM) ends the first day the mobilized RC Soldier is serving on active duty.  The period of service for the Army Good Conduct Medal ends the last day the mobilized RC Soldier is on active duty.  The period of service for the ARCAM begins the day after the RC Soldier is off active duty.  Therefore, the RC Soldier's qualifying period of service for the ARCAM begins over from day one once the Soldier is off active duty.  Any time prior to mobilization is lost and cannot count towards award of the ARCAM.

12.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214 and states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty.  It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge.  It states that for:

	a.  item 13, list awards and decorations for all periods of service in the priority sequence specified in Army Regulation 600-8-22 will be entered on the DD Form 214.  Each entry will be verified by the Soldier’s records.

	b.  item 14, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214.  Include title, length in weeks, and year completed.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills.


DISCUSSION AND CONCLUSIONS:

1.  Permanent orders show he received one award of the AAM for the period 
14 March 2006 through 15 May 2007.  Therefore, his DD Form 214 for the period ending 23 June 2008 should be corrected to show this award.

2.  The DD Form 214 is a "snapshot in time" and is a reflection of the applicant's record of active Army service at the time of his release from active duty.  Evidence shows he received two additional awards of the AAM and two awards of the ARCOTR; however, these awards were awarded to the applicant after his release from active duty on 23 June 2008.  Therefore, there is no basis for adding these awards to his DD Form 214 for the period ending 23 June 2008.

3.  The 2 June 2008 memorandum provided by the applicant shows he received the ARCAM for the period April 2005 to April 2008; however, it appears the period for which he was awarded the ARCOM is in err.  The applicant was on active duty in support of OEF during the period 30 June 2007 through 23 June 2008.  As a result, his period of eligibility for the ARCOM ended on 29 June 2007 and started over on 24 June 2008.  It appears he did not meet the 3-year period of qualifying service for award of the ARCAM.  Therefore, there is no basis for granting this portion of the applicant's request to add the ARCAM to his DD Form 214 for the period ending 23 June 2008.

4.  Evidence shows he completed the Unit Supply Specialist Course in July 2006, ADAC-Unit Armorer Course in November 2006, Combat Lifesaver Course in October 2010, and the Cardiopulmonary Resuscitation Class in October 2010.  However, since the governing regulation states item 14 will list formal in-service (full-time attendance) training courses successfully completed during the period of service covered, there is no basis for adding to his DD Form 214 for the period ending 23 June 2008 any courses he completed prior to his entry on active duty on 30 June 2007 or after his release from active duty on 23 June 2008.  Therefore, this portion of his request should be denied.

5.  Evidence shows he completed the 40-hour Combatives Trainer Course in August 2007.  However, the governing regulation states training courses for combat skills will not be listed on the DD Form 214.  Therefore, there is no basis for granting this portion of his request.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 13 of his DD Form 214 for the period ending 23 June 2008 the Army Achievement Medal.

2.  The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to:

	a.  adding to item 13 of his DD Form 214 for the period ending 23 June 2008:

* two additional awards of the Army Achievement Medal
* one award of the Army Reserve Components Achievement Medal
* two awards of the Army Reserve Components Overseas Training Ribbon

	b.  adding to item 14 of his DD Form 214 for the period ending 23 June 2008 the Unit Supply Specialist Course, ADAC-Unit Armorer Course, Combatives Trainer Course, Combat Lifesaver Course, or the Cardiopulmonary Resuscitation Class.
