      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of
Release or Discharge from Active Duty) to show her foreign service and to
show the "Kuwait Service Medal."

2.  The applicant states, in effect, that her DD Form 214 should reflect
her foreign service and the Kuwait Service Medal.

3.  The applicant provides a copy of her DD Form 214; her deployment orders
to Kuwait; her orders amending her report date to Kuwait; her Port Call and
Travel Information (DA Form 4600); and a memorandum from the Deputy Chief
of Staff, Medical Support Operations, 3rd Medical Command, Decatur,
Georgia.

CONSIDERATION OF EVIDENCE:

1.  After having had prior service in the Army National Guard, she enlisted
in the U. S. Army Reserve on 15 December 1983.  She was ordered to active
duty on   3 December 1984.  She continued to serve in an Active Guard
Reserve (AGR) status through a series of reenlistments.

2.  Headquarters, 3rd Medical Command, Orders 238-002 dated 26 August 2003
shows the applicant was deployed to Kuwait in support of Operation Enduring
Freedom.  Orders were published on 9 September 2003 which amended the date
she would proceed to on or about 24 September 2003.

3.  The applicant provided a copy of her Port Call and Travel Information
dated 17 September 2003 which shows her reservation to travel from
Hartsfield International on 24 September 2003 for a flight to arrive at
Kuwait City International on 26 September 2003.

4.  The applicant was retired from active duty on 31 March 2005.  Her DD
Form 214 shows she was awarded the Global War on Terrorism Service Medal
during the period covered by the report.

5.  Her DD Form 214 does not show any foreign service in item 12f (Foreign
Service).

6.  Item 18 (Remarks) on her DD Form 214 does not show her deployment to
Kuwait.

7.  Information obtained from the Defense Finance and Accounting Service
(DFAS) on 21 September 2005 shows she received hostile fire pay for service
in Kuwait from 26 September 2003 to 17 October 2003.

8.  Army Regulation 635-5 establishes the standardized policy for preparing
and distributing the DD Form 214.  The regulation states, in pertinent
part, that the country and dates of deployment for an active duty Soldier
deployed with his or her unit during their continuous period of active
service will be shown in item 18.

9.  Army Regulation 635-5 (Separation Documents) directs that foreign
service performed during the period covered by the DD Form 214 will be
entered in item 12f (Foreign Service).

10.  Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the Global War on
Terrorism Expeditionary Medal (GWOTEM) for Soldiers who deploy abroad for
service in the Global War on Terrorism Operations on or after 11 September
2001 to a date to be determined.  To be eligible for this award a Soldier
must be mobilized with or assigned or attached to a unit participating in
designated operations for 30 consecutive days or for 60 nonconsecutive days
in the areas of eligibility designated, or must meet one of the following
criteria: a) be engaged in actual ground combat against the enemy and under
circumstances involving grave danger of death or serious bodily injury from
enemy action, regardless, of the time in the area of eligibility; b) while
participating in the designated operation, regardless of time, is killed or
wounded/injured requiring medical evacuation from the area of eligibility,
or c) participate as a regularly assigned air crew member flying sorties
for 30 consecutive days or 60 nonconsecutive days into, out of, within, or
over the area of eligibility in direct support of Operations Enduring
Freedom and/or Iraqi Freedom.  The message also states that under no
condition will any Soldier in the United States receive this award.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant served in Kuwait in support
of Operation Enduring Freedom from 26 September 2003 to 17 October 2003.
Although it does not appear she departed with her unit, as an exception to
policy, item 18 on her DD Form 214 should be amended to show her dates of
service in Kuwait.

2.  Based on paragraph 1, above, item 12f on the applicant's DD Form 214
should be corrected to show she completed 22 days of foreign service.

3.  The applicant's DD Form 214 properly reflects award of the Global War
on Terrorism Service Medal for service in Kuwait.

4.  There is no Army message authorizing award of the "Kuwait Service
Medal" for service in Kuwait.  Human Resources Command Message (Date Time
Group 17 March 2004) implemented instructions for award of the GWOTEM for
service in the Global War on Terrorism Operations on or after 11 September
2001 to a date to be determined.  However, the applicant did not serve a
period of 30 consecutive days or 60 nonconsecutive days in Kuwait for award
of the GWOTEM.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected:

      a.  by adding the entry, "SERVICE IN KUWAIT FROM 20030926 TO
20031017" in item 18 on her DD Form 214; and

      b.  by amending item 12f on her DD Form 214 to show she served
22 days of foreign service.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
award of the "Kuwait Service Medal."
