      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction to his DD Form 214 (Certificate of
Release or Discharge from Active Duty), dated 20 June 2004, to reflect his
two overseas annual training events.  He also requests his DD Form 214 be
corrected by adding the Army Reserve Overseas Training Ribbon.

2.  The applicant states that he participated in two overseas annual
training events and this annual training should be added.  He completed
annual training in the Republic of Kiribati and Egypt.  He also states that
a clerical error on his final discharge left off his Army Reserve
Components Overseas Training Ribbon and he earned the ribbon.

3.  The applicant provides copies of his Reserve annual training orders and
his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant submits his Orders 166-032, dated 27 June 1989, that show
as a member of the United States Army Reserve (USAR), he was ordered to
annual training for 20 days effective 2 August 1989.

2.  He also submits his Orders 142-009, dated 12 May 1993, that show, as a
member of the USAR, he was ordered to annual training for the period 6 July
to 26 July 1993.

3.  The applicant's military records show he enlisted in the Regular Army,
in pay grade E-4, effective 22 July 1994, with prior service.

4.  He was discharged from active duty for disability retirement, in pay
grade E-6, effective 20 June 2004.  His DD Form 214 shows he was credited
with 11 months and 17 days prior active service and 11 months and 1 day
foreign service.

5.  Army Regulation 635-5 prescribes the separation documents prepared for
Soldiers upon retirement, discharge, or release from active military
service or control of the Army.  The regulation specifies that the DD Form
214 is a summary of a Soldier's most recent period of continuous active
duty.  A DD Form 214 will be prepared for Reserve Components Soldiers
completing 90 days or more of continuous active duty for training.


6.  Army Regulation 600-8-22 provides the policy for Army awards.  It
provides that the Army Reserve Components Overseas Training Ribbon is
awarded to members of the Reserve Components for successful completion of
annual training or active duty for training for a period not less than 10
consecutive days on foreign soil (outside the 50 states, the District of
Columbia and US possessions and territories).  The ribbon may be awarded
retroactively to personnel who successfully completed annual training or
active duty for training on foreign soil in a Reserve status prior to 11
July 1984, provided they have an active status in the Reserve Components on
or after 11 July 1984.

7.  Army Regulation 600-8-22 also provides that numerals are issued instead
of a ribbon for the second and succeeding award of the Army Reserve
Components Overseas Training Ribbon.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant was ordered to annual
training in 1989 and 1993 as a member of the USAR prior to his enlistment
in the Regular Army on 22 July 1994.

2.  While on annual training for these periods, the applicant was deployed
to Kiribati and Egypt, respectively.  Each of these deployments were for
periods in excess of 10 days.

3.  Even though DD Forms 214 were not authorized nor prepared for the
applicant’s 1989 and 1993 periods of annual training, the applicant
qualified for award of the Army Reserve Components Overseas Training Ribbon
for each period and is entitled to have these awards shown on his DD Form
214 dated 20 June 2004.  Therefore, he is entitled to have the Army Reserve
Components Overseas Training Ribbon with Numeral 2 added to his DD Form
214.

4.  The applicant has not satisfactorily shown that the 11 months and 17
days total prior active service and 11 months and 1 day foreign service
listed on his DD Form 214, dated 20 June 2004, did not include his overseas
annual training for each period in 1989 and 1993.

5.  In view of the foregoing, the applicant’s records should be corrected
as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by adding the Army Reserve Components Overseas
Training Ribbon with Numeral 2 to his DD Form 214, with an effective date
of separation of 20 June 2004.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
the addition of his two overseas annual training periods to his DD Form
214.
