THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, award of the Army Reserve Components Overseas Training Ribbon. He also requests copies of all orders for training while assigned to the Special Operations Command, Europe (SOCEUR).
2. The applicant states he is eligible for the Army Reserve Components Overseas Training Ribbon. He states he needs the copies of orders from SOCEUR so he can update his active duty records to reflect the training he completed.
3. The applicant provides no additional evidence in support of his application.
CONSIDERATION OF EVIDENCE:
1. Army Regulation 15-185 (Army Board for Correction of Military Records) prescribes the policies and procedures for correction of military records by the Secretary of the Army, acting through the ABCMR, and provides, in pertinent part, that the ABCMRs jurisdiction under Title 10, United States Code (USC), extends to any military record of the Department of the Army. The applicant's request for copies of orders from SOCEUR does not constitute a request for correction of an Army record. Therefore, this is not an issue to be reviewed by the ABCMR and this issue will not be discussed further in these Proceedings.
2. The applicant was commissioned a second lieutenant in the U.S. Army Reserve (USAR) on 28 September 1983. He was ordered to active duty to report for temporary duty on 13 October 1983 and to be assigned to the 21st Replacement Battalion, at Frankfurt, Germany, effective 29 March 1984. He served in Amberg, Germany from March 1984 to July 1985 and in Nurnberg, Germany from July 1985 to March 1987. On 9 March 1987, the applicant was released from active duty. He had completed 3 years, 5 months, and 12 days of active service that was characterized as honorable.
3. On 3 September 1993, the applicant was honorably discharged from the Selected Reserve in the grade of captain.
4. On 17 October 1994, the applicant enlisted in the Florida Army National Guard (FLARNG) in the rank/grade of sergeant (SGT)/E-5. He was discharged from the FLARNG on 4 November 1996.
5. There are no orders in the applicant's Official Military Personnel File (OMPF) ordering him to annual training (AT) or active duty for training (ADT) for a period of not less than 10 consecutive duty days on foreign soil.
6. On 5 November 1996, the applicant enlisted in the Regular Army in the grade of E-4 and has served continuously in the Regular Army since.
7. Army Regulation 600-8-22 (Military Awards), in pertinent part, provides for award of the Army Reserve Components Overseas Training Ribbon. It is awarded to members of the Reserve Components of the Army for successful completion of AT or ADT for a period not less than 10 consecutive duty days on foreign soil. Numerals will be used to denote second and subsequent awards of the Army Reserve Components Overseas Training Ribbon.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends he is eligible for the Army Reserve Components Overseas Training Ribbon.
2. There are only two periods of the applicant's service during which he may have been ordered to AT or ADT on foreign soil.
a. One period is from 10 March 1987, the date he was released from active duty, and 3 September 1993, the date he was discharged from the Selected Reserve.
b. The second period would be from 17 October 1994, the date of enlistment in the FLARNG, and 4 November 1996, the date of his discharge from the FLARNG.
3. However, there are no orders in the applicant's OMPF ordering him to AT or ADT on foreign soil for at least 10 consecutive days. Therefore, there is insufficient evidence to justify awarding the Army Reserve Components Overseas Training Ribbon in this case.
