      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests award of the Purple Heart.

2.  The applicant states that he was awarded the Purple Heart while he was
a patient in Tokyo General Hospital; however, there is no record of it.

3.  The applicant provides no evidence.

CONSIDERATION OF EVIDENCE:

1.  The applicant served in the National Guard from 14 February 1949 to
29 March 1951.  On 30 March 1951 he enlisted in the Regular Army for 3
years. On 13 August 1951 the applicant was assigned to Company L, 7th
Cavalry Regiment in Korea.  He was wounded in action on 10 October 1951,
sustaining shrapnel wounds to the right side of his stomach, chest, and
leg.  He was treated at the 121st Evacuation Hospital and subsequently at
Tokyo General Hospital.  He served in Japan in a casual status from 3
January 1952 to 25 February 1952, after which his principal duty was as a
military policeman until his departure from Japan on 26 May 1952.  On 9
July 1952 the applicant was assigned to Fort Ord, California, and then to
Fort William Scott in California.  On 11 January 1953 the applicant
returned to Japan at Camp Drake.  He served in Japan until
18 February 1954.  He was discharged in the rank of corporal on 19 February
1954 at Schofield Barracks in Hawaii.  His DD Form 214 (Report of
Separation) shows that he was wounded in action on 10 October 1951.

2.  The applicant’s 19 February 1954 DD Form 214 shows that he was awarded
the Combat Infantryman Badge, Korean Service Medal with one bronze service
star, United Nations Service Medal, and the National Defense Service Medal.

3.  On 24 March 1954 the applicant reenlisted in the Army for 3 years.  He
continued on active duty until his retirement on 31 May 1971.  His DD Form
214 shows award of the Army Commendation Medal, Vietnam Service Medal,
Vietnam Campaign Medal, and the 4th award of the Good Conduct Medal.  It
does not show award of the Purple Heart, nor any other decorations he was
awarded or which he is entitled to.

4.  The applicant’s DA Form 20 (Enlisted Qualification Record) shows that
he served in Germany from January 1956 to February 1957, in Japan from
April 1957 to August 1958, and in Germany again from July 1960 to February
1963. The applicant served with the 809th Engineer Battalion in Thailand
from December 1964 to December 1965.  He served in Germany again from
October 1966 to June 1968.
5.  In August 1968 he was assigned to the 87th Engineer Battalion in
Vietnam, then to the 45th Engineer Group in March 1969.  In August 1969 he
was assigned to the 18th Engineer Brigade in Vietnam.  He participated in
five campaigns during his tour of duty in Vietnam.  The 18th Engineer
Brigade was awarded the Meritorious Unit Commendation for its actions while
the applicant was assigned to that organization.  The Republic of Vietnam
Gallantry Cross with Palm Unit Citation was awarded to Headquarters, United
States Army Vietnam and its subordinate units during the period 8 February
1962 to 28 March 1973.     He returned to the United States in October 1969
and was assigned to Fort Ord, California, where he retired in 1971.

6.  Prior to his retirement, orders were published on 12 April 1971
awarding the applicant the Good Conduct Medal clasp (5th award).

7.  Army Regulation 600-8-22 provides, in pertinent part, that the National
Defense Service Medal is awarded for honorable active service for any
period between 27 July 1950 through 27 July 1954, 1 January 1961 through 14
August 1974, 2 August 1990 through 30 November 1995, and 11 September 2001
to a date to be determined.  The regulation also provides that the second
award of the National Defense Service Medal is denoted by a bronze service
star affixed to the service ribbon.

8.  Army Regulation 600-8-22 provides, in pertinent part, that the Army of
Occupation Medal (AOM) is awarded for service of thirty consecutive days at
a normal post of duty in a qualifying location.  Personnel at a qualifying
location as an inspector, courier, escort, temporary or detached duty are
precluded from eligibility.  For award of the AOM with Japan Clasp,
qualifying service in Japan included service in the Japanese home islands,
the Ryukyu Islands and the Bonin-Volcano Islands between 3 September 1945
and 27 April 1952.  Service between 3 September 1945 and 2 March 1946 is
qualifying only if the Asiatic-Pacific Campaign Medal was earned prior to
3 September 1945.

9.  The Unit Citation and Campaign Participation Credit Register shows that
the 7th Cavalry Regiment was awarded the Bravery Gold Medal of Greece for
its actions during the time the applicant was assigned to that
organization.

10.  Service (campaign) medals and service ribbons denote honorable
performance of military duty within specified limited dates in specified
geographical areas.  Army Regulation 600-8-22, paragraph 6-7 provides for
service stars for wear on campaign and service ribbons to denote an
additional award, and states that service stars are authorized for wear on
the Vietnam Service Medal.  A silver service star is worn instead of five
bronze service stars.

11.  As a matter of information, on the occasion of the 50th anniversary of
the Korean War, the Government of the Republic of Korea issued the Korean
War Service Medal to pay tribute to eligible Korean War veterans for their
historic endeavors to preserve the freedom of the Republic of Korea and the
free world.  On 20 August 1999, the Department of Defense approved
acceptance and wear of this foreign service award to eligible US veterans
of the Korean War, or their surviving next of kin.  The medal is provided
at no cost to veterans.

12.  The Department of Defense assigned responsibility to the Department of
the Air Force for distribution of the Korean War Service Medal to eligible
veterans or their surviving next of kin.  To apply, veterans must submit a
copy of their discharge paper (DD Form 214) to the Awards and Decorations
Section, Headquarters, Air Force Personnel Center, 550 C Street West, Suite
12, Randolph Air Force Base, Texas 78150-4714.  A sample request form is
being provided to the applicant.  Once the Korean War Service Medal has
been authorized by the Department of the Air Force, the applicant may apply
to the Army Board for Correction of Military Records to add this foreign
award to his DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was wounded in action in Korea on 10 October 1951 as
evidenced by his official military personnel file.  He is entitled to award
of the Purple Heart.

2.  The applicant was awarded the Good Conduct Medal clasp (5th award).
That award should be reflected on his DD Form 214.

3.  The applicant is entitled to two awards of the National Defense Service
Medal, one because of his honorable service between 27 June 1950 and 27
July 1954 (reflected on his 19 February 1954 DD Form 214), and the other
because of his honorable service between 1 January 1961 and 14 August 1974.

4.  The applicant is entitled to award of the Army of Occupation Medal with
Japan clasp for his qualifying service in Japan from 26 February to 25 May
1952.

5.  The applicant is entitled to award of the Bravery Gold Medal of Greece.

6.  The applicant is entitled to award of the Meritorious Unit
Commendation, Republic of Vietnam Gallantry Cross Unit Citation with Palm,
and Vietnam Service Medal with one silver service star.

7.  The applicant was awarded the Combat Infantryman Badge, Korean Service
Medal with one bronze service star, and the United Nations Service Medal,
as indicated on his 19 February 1954 DD Form 214.  Those awards should be
shown on his 31 May 1971 DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected:

      a.  by awarding the applicant the Purple Heart for wounds received in
action on 10 October 1951;

      b.  by correcting his 1971 DD Form 214 to delete the Good Conduct
Medal 4th Award and Vietnam Service Medal; and

      c.  by correcting his 1971 DD Form 214 to add the Purple Heart; 5th
award of the Good Conduct Medal; 2nd award of the National Defense Service
Medal; Army of Occupation Medal with Japan clasp; Bravery Gold Medal of
Greece; Meritorious Unit Commendation; Republic of Vietnam Gallantry Cross
Unit Citation with Palm; Vietnam Service Medal with one silver service
star; Combat Infantryman Badge; Korean Service Medal with one bronze
service star; and the United Nations Service Medal.
