      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests he be credited with a combat tour for service
during Operation Enduring Freedom (OEF) from 20020125-20020716.

2.  The applicant states his records do not show his combat tour.  He needs
this documentation for leave computation purposes in his post-service
Federal Government employment.

3.  The applicant provides:

      a.  DD Form 214 for the period 19750604-200311-30.

      b.  Orders L009-03, Headquarters, III Corps and Fort Hood, dated
9 January 2002, directing temporary change of station (TCS) to Camp Doha,
Kuwait.

      c.  Orders E-24 and E-109, Headquarters, Combined Forces Land
Component Command (CFLCC), dated 3 February 2002, changing his TCS duty
station from Camp Doha, Kuwait to Peshawar, Pakistan.

      d.  DA Form 638 (Recommendation for Award), with narrative,
recommending and approving the applicant for award of the Bronze Star Medal
(BSM) for meritorious achievement from 20020125-20020716 as a member of the
US Central Command Liaison Team – Pakistan.

      e.  BSM Certificate.

      f.  US OPM Form (Verification of a Military retiree's Service in
Nonwartime Campaigns or Expeditions.

CONSIDERATION OF EVIDENCE:

1.  The applicant is a retired Colonel (COL/O-6).  He served on continuous
active duty from 4 June 1975 through 30 November 2003.

2.  Records show that he served 173 days in Pakistan (Southwest Asia, SWA)
in support of OEF.

3.  The applicant's DD Form 214 in Item 13 (Decorations) does not indicate
he was awarded the Global War on Terrorism Expeditionary Medal (GWOTEM),
nor does Item 18 (Remarks) reflect his service in SWA during OEF.
4.  US Army Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the GWOTEM for Soldiers
who deploy abroad for service in the Global War on Terrorism Operations on
or after 11 September 2001 to a date to be determined.  To be eligible for
this award, a Soldier must be mobilized with or assigned or attached to a
unit participating in designated operations for 30 consecutive days or for
60 nonconsecutive days in the areas of eligibility designated, or must meet
one of the following criteria: a)  be engaged in actual ground combat
against the enemy and under circumstances involving grave danger of death
or serious bodily injury from enemy action, regardless, of the time in the
area of eligibility; b) while participating in the designated operation,
regardless of time, is killed or wounded/injured requiring medical
evacuation from the area of eligibility, or c) participate as a regularly
assigned air crew member flying sorties for 30 consecutive days or 60
nonconsecutive days into, out of, within, or over the area of eligibility
in direct support of Operations Enduring Freedom and/or Iraqi Freedom.  The
message limited initial award of the GWOTEM to Soldiers who deployed abroad
in Operations Enduring Freedom and Iraqi Freedom in the following areas of
eligibility (AOE):  Afghanistan, Bahrain, Bulgaria (Bourgas), Crete,
Cyprus, Diego Garcia, Djibouti, Egypt, Eritrea, Ethiopia, Iran, Iraq,
Israel, Jordan, Kazakhstan, Kenya, Kuwait, Kyrgyzstan, Lebanon, Oman,
Pakistan, Philippines, Qatar, Romania (Constanta), Saudi Arabia, Somalia,
Syria, Tajikistan, Turkey (east of 35 east degrees east latitude),
Turkmenistan, United Arab Emirates, Uzbekistan, Yemen, that portion of the
Arabian Sea north of 10 degrees north latitude and west of 68 degrees
longitude, Bab El Mandeb, Gulf of Aden, Gulf of Aqaba, Gulf of Oman, Gulf
of Suez, that portion of the Mediterranean Sea east of 28 degrees east
longitude, Persian Gulf, Red Sea, Strait of Hormuz, and Suez Canal.

5.  Army Regulation (AR) 635-5 (Separation Documents) prescribes the
separation documents that must be prepared for Soldiers on retirement,
discharge, release from active duty service, or control of the Active Army.
It establishes standardized policy for preparing and distributing the DD
Form 214.  It provides, in pertinent part, Item 18 (Remarks) will contain
the following entry only when an active duty Soldier deployed with his or
her unit during their continuous period of active service:  "SERVICE IN
(NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD -
YYYYMMDD)."

DISCUSSION AND CONCLUSIONS:

1.  The applicant seeks correction of his records to prove his entitlement
to additional annual leave credit in his Federal Government civilian
employment.  Such entitlement is outside of the scope of this Board's
activities; whatever change this Board makes to the applicant's records is
incidental to that effort.

2.  The applicant, as an active duty Soldier, served in SWA (in Pakistan)
in support of Afghanistan combat operations during OEF from 20020125-
20020716. He is entitled to award of the GWOTEM and to have his DD Form 214
reflect that award.

3.  The applicant's active duty service in SWA in support of OEF was
performed on a TCS basis and was not part of a unit deployment.  As such,
AR 635-5 does not require documentation of that service in Item 18
(Remarks).

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing in Item 13 (Decorations) that he was awarded the GWOTEM.
