	The Board considered the following evidence:

	Exhibit A - Application for correction of military records.

	Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his dates of service in Kuwait and Iraq be shown in item 18 (Remarks) on his DD Form 214 (Certificate of Release or Discharge from Active Duty).  He also requests, in effect, award of the Global War on Terrorism Expeditionary Medal (GWOTEM).

2.  The applicant states, in effect, that he served overseas in combat and his dates of service in Kuwait and Iraq are not shown on his DD Form 214.

3.  The applicant provides deployment orders, dated 27 March 2003; orders for two awards of the Army Commendation Medal; and a memorandum for record, dated 11 August 2003. 

CONSIDERATION OF EVIDENCE:

1.  The applicant served in Operation Enduring Freedom and Operation Iraqi Freedom.

2.  The applicant enlisted on 26 July 2000, served as a combat engineer, and was honorably discharged on 30 November 2003.

3.  Item 18 (Remarks) on the applicant’s DD Form 214 does not show any deployments.  His DD Form 214 shows two awards of the Army Commendation Medal, the Army Achievement Medal, the National Defense Service Medal, the Army Service Ribbon, the Parachutist Badge, and the Expert Marksmanship Qualification Badge with Rifle Bar as authorized awards.      

4.  The applicant provided orders, dated 27 March 2003, which show he was deployed to Kuwait in support of Operation Enduring Freedom. 

5.  In support of his claim, the applicant provided a memorandum for record, dated 11 August 2003, from his Brigade Executive Officer which states that he was deployed to the CENTCOM area of responsibility (i.e. Kuwait) in support of Operation Iraqi Freedom on 13 February 2003 and that he redeployed on 
22 August 2003.

6.  The applicant also provided orders for the Army Commendation Medal which show he served in Iraq in support of Operation Iraqi Freedom. 

7.  Army Regulation 600-8-22 (Military Awards) states that the GWOTEM is authorized for award to members of the Armed Forces of the United States who deployed abroad for service in the Global War on Terrorism Operations on or after 11 September 2001 to a date to be determined.  Initial award of the GWOTEM is limited to service members deployed abroad in Operations ENDURING FREEDOM and IRAQI FREEDOM in the following designated specific geographic areas of eligibility (AOE): Afghanistan, Algeria, Bahrain, Bosnia-Herzegovina, Bulgaria (Bourgas), Chad, Crete, Cyprus, Diego Garcia, Djibouti, Egypt, Eritrea, Ethiopia, Georgia, Hungary, Iran, Iraq, Israel, Jordan, Kazakhstan, Kenya, Kosovo (only specific GWOT operations not associated with operations qualifying for the Kosovo Campaign Medal), Kuwait, Kyrgyzstan, Lebanon, Mali, Mauritania, Niger, Oman, Pakistan, Philippines, Qatar, Romania (Constanta), Saudi Arabia, Somalia, Syria, Tajikistan, Turkey, Turkmenistan, Uganda, United Arab Emirates, Uzbekistan, Yeman, that portion of the Arabian Sea north of 10 degrees north latitude and west of 68 degrees longitude, Bab El Mandeb, Gulf of Aden, Gulf of Aqaba, Gulf of Oman, Gulf of Suez, that portion of the Mediterranean Sea east of 28 degrees east longitude and boarding and searching vessel operations, Persian Gulf, Red Sea, Strait of Hormuz, and Suez Canal. 
8.  Army Regulation 600-8-22 states that individuals authorized the Iraq Campaign Medal must have served in direct support of Operation IRAQI FREEDOM (OIF).  The area of eligibility encompasses all land area of the country of Iraq, and the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles.  The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of OIF. 
9.  Army Regulation 600-8-22 states that the Global War on Terrorism Service Medal (GWOTSM) is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism (GWOT) operations outside of the designated areas of eligibility, on or after 11 September 2001 to a future date to be determined.

10.  Army Regulation 635-5 establishes the standardized policy for preparing and distributing the DD Form 214.  The regulation states, in pertinent part, that the country and dates of deployment for an active duty Soldier deployed with his or her unit during their continuous period of active service will be shown in item 18 on the DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  Based on his service in Kuwait in support of Operation Enduring Freedom, the applicant is entitled to award of the GWOTEM.

2.  Based on his service in Iraq in support of Operation Iraqi Freedom, the applicant is entitled to award of the Iraq Campaign Medal.

3.  The applicant served a period of qualifying service for award of the GWOTSM.  

4.  Evidence of record shows the applicant served in Kuwait and Iraq from 
13 February 2003 to 22 August 2003.  Therefore, item 18 on his DD Form 214 will be corrected to these dates of service.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: 

	a.  amending his DD Form 214 to add the GWOTEM, the Iraq Campaign Medal, and the GWOTSM; and 

	b.  adding the entry, "SERVICE IN KUWAIT AND IRAQ FROM 20030213 TO 20030822” in item 18 on his DD Form 214.
