THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that he be paid the Seasonal Bonus
he was promised.
2. The applicant states that he was promised an additional $4,000 if he
agreed to add 19 weeks to his contract and he did. He is still fighting
for the additional $4,000.
3. The applicant provides his original U. S. Army Recruiting Command
(USAREC) Reservation Sheet and a corrected USAREC Reservation Sheet.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Delayed Entry Program on 7 November 2003.
His DD Form 4/1 (Enlistment/Reenlistment Document Armed Forces of the
United States) shows he would enlist in the Regular Army not later than 6
April 2004 for not less than 4 years. Apparently, his USAREC Reservation
Sheet at the time showed he would enlist for 3 years for a High Grad
(Graduate) Bonus of $6,000 and other incentives.
2. Apparently, the USAREC Reservation Sheet was changed to show he would
enlist for 3 years and 19 weeks for a High Grad Bonus of $6,000 and a
Seasonal Bonus of $4,000 ("per msg #04-016") and other incentives.
3. On 27 January 2004, the applicant enlisted in the Regular Army for 3
years and 19 weeks. Page 1 of his Statement for Enlistment United States
Army Enlistment Program, paragraph 1a shows he was enlisting for the High
Grad Bonus and the Seasonal Bonus and other incentives. Page 2 of his
Statement for Enlistment United States Army Enlistment Program shows his
incentive was the Army Cash Bonus in the amount of $6,000 authorized by
"HQDA, DAPE-MPA, DTG 12-31-03, subject: Enlisted Incentive Program
Effective 5 January 2004". The $4,000 Seasonal Bonus is not mentioned.
4. The Office of the Deputy Chief of Staff, G-1, in a 4 February 2004
email to USAREC concerning the applicant's Seasonal Bonus, stated,
"…provide the amount indicated in the message that was in effect at time of
enlistment…"
5. The Enlistment Bonus Manager, U. S. Army Human Resources Command, in a
16 November 2004 email to apparently the applicant's finance office,
stated, "…We had a cap of $6000 for a 3 year enlistment…"
DISCUSSION AND CONCLUSIONS:
Although it appears the Seasonal Bonus was not authorized for the applicant
unless he enlisted for at least 4 years, the Seasonal Bonus was promised to
him on page 1 of his Statement for Enlistment United States Army Enlistment
Program. As an exception to policy, it would be equitable to correct page
2 of his Statement for Enlistment United States Army Enlistment Program to
add the Seasonal Bonus in the amount of $4,000 authorized by message number
04-016.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending page 2 of his Statement for Enlistment United States Army
Enlistment Program to add the Seasonal Bonus in the amount of $4,000
authorized by message number 04-016 and by paying this bonus to him (at the
appropriate time, if applicable).
