         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that he be paid his full enlistment bonus of $10,000.

3. The applicant states that he has only been paid $4,000 of his authorized $10,000 enlistment bonus.

4. The applicant’s military records show that he enlisted in the Delayed Entry Program (DEP) on 28 July 2000, with enlistment in the Regular Army on
30 August 2000. He enlisted for a 4 year term of service, for pay grade E-4 based on his completed college degree, in Military Occupational Specialty (MOS) 11X10, Infantry non-specific. When he had initially enlisted in the DEP, he had enlisted for a $4,000 bonus according to his USAREC Form 1150-R-E (Statement of Understanding) signed on 28 July 2000. However, the bonus was changed to $10,000 when he enlisted in the Regular Army on 30 August 2000. On his DD Form 1966/3 (Record of Military Processing – Armed Forces of the United States), in Section VI (Remarks), it shows that he is authorized an $8,000 high grade enlistment bonus for his college degree and a $2,000 MOS enlistment bonus, for a total enlistment bonus of $10,000. His DA Form 3286-66 (Statement of Understanding, United States Army Incentive Enlistment Program), signed by the applicant and a Military Entrance Processing Station (MEPS) guidance counselor on 30 August 2000, shows in item 2, that he is authorized a $10,000 enlistment bonus by Headquarters, Department of the Army message 311447Z dated 2 June 2000.

5. On 23 February 2001, the applicant completed training and was awarded
the MOS, 11B1P, Airborne Infantry. He was assigned to Company C,
1/75th Rangers. On 12 April 2001, he was paid a $4,000 enlistment bonus.

6. The U. S. Army Recruiting Command (USAREC) confirmed that the applicant was authorized the indicated enlistment bonuses according to USAREC Message 00-69.

CONCLUSIONS:

1. The applicant was authorized a total enlistment bonus of $10,000, of which he has only been paid $4,000. He has completed the requisite training and should be paid the full enlistment bonus, the remainder being $6,000.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.






RECOMMENDATION
:

That all of the Department of the Army records related to this case be corrected for the individual concerned by paying him an additional $6,000 as an enlistment bonus, for a total of $10,000 enlistment bonus paid.
