      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests his record be corrected to show he was awarded
the Presidential Service Badge and Certificate.

2.  The applicant states he was awarded these items and would like them
reflected on his DD Form 214 (Armed Forces of the United States Report of
Transfer or Discharge).

3.  The applicant provides a copy of his DD Form 214, a 30 September 1964
letter awarding him the Presidential Service Badge and Certificate, a copy
of the Certificate, and his Honorable Discharge Certificate.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error which
occurred on 27 March 1963.  The application submitted in this case is dated
2 December 2004.

2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitations if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  The applicant was inducted into the Army of the US on 28 March 1961.
He was trained as a cryptographer and was subsequently assigned to the
White House Communications Agency.  On 27 March 1963, he was separated with
an honorable characterization of service after serving for 2 years on
active duty.  His DD Form 214 reflects no awards.

4.  Following his separation from active service, the applicant was awarded
the Presidential Service Badge and Certificate for his service as a
cryptographer at the White House.  The award was made by letter from the
Military Aide to the President of the United States, dated 30 September
1964.

5.  The Presidential Service Badge and the Presidential Service Certificate
were established by Executive Order 11174, 1 September 1964 as amended by
Executive Orders 11407, 23 April 1968; Executive Order 11520, 25 March
1970;
and Executive Order 12793, 20 March 1992.  This award replaced the White
House Service Badge and Certificate established by Executive Order 10879,
1 June 1960.  The certificate is awarded, in the name of the President by
the Secretary of the Army, to members of the Army who have been assigned to
the White House Office; to military units and support facilities under the
administration of the White House Military Office or to other direct
support positions with the Executive Office of the President (EOP).  The
badge is awarded to those members of the Armed Forces who have been granted
the Certificate and is awarded in the same manner in which the certificate
is given.  Once the badge is awarded, it may be worn as a permanent part of
the uniform.

6.  Army Regulation (AR) 600-8-22 (Military Awards) sets forth Department
of the Army criteria, policy, and instructions concerning individual
military awards, the Good Conduct Medal, service medals and service
ribbons, combat and special skill badges and tabs, unit decorations, and
trophies and similar devices awarded in recognition of accomplishments.  It
states:

      a.  The Good Conduct Medal (GCMDL) is awarded to individuals who
distinguish themselves by their conduct, efficiency, and fidelity during a
qualifying period of active duty enlisted service.  This period is 3 years
except in those cases when the period for the first award ends with the
termination of a period of Federal military service.  Although there is no
automatic entitlement to the Good Conduct Medal, disqualification must be
justified.

      b.  The National Defense Service Medal (NDSM) is awarded for
honorable active service for any period between 27 June 1950 and 27 July
1954, between 1 January 1961 and 14 August 1974, and between 2 August 1990
and 30 November 1995.

DISCUSSION AND CONCLUSIONS:

1.  The applicant served on active duty for 2 years as a cryptographer
assigned to the White House.  After leaving active duty, he was awarded the
Presidential Service Badge and Certificate.  These are authorized awards
and should be listed on the applicant's DD Form 214.

2.  The applicant served honorably and well as a member of the White House
Communications Agency assigned duty at the White House.  His record
contains no derogatory information, nor does it contain any indication he
was denied the Good Conduct Medal.  This award should be indicated on his
DD Form 214.

3.  The applicant served during a period of time when the National Defense
Service Medal was authorized.  This award should be indicated on his DD
Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file.  As a
result, the Board recommends that all Department of the Army records of the
individual concerned be corrected by showing that he was awarded the Good
Conduct Medal, the National Defense Service Medal, and the Presidential
Service Badge and Certificate and to have these awards added to his
separation document.
