      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of
Release or Discharge From Active Duty) to show “all campaign medals that I
am entitled to receive.”

2.  The applicant states, in effect, that his DD Form 214 does not include
all authorized awards at the time of his discharge.

3.  The applicant provides copies of:

      a. a Multi-National Brigade (East) Memorandum for Record, dated
29 November 2001, authorizing award of the Kosovo Campaign Medal to the
applicant;

      b. a Certificate of Award of the North Atlantic Treaty Organization
(NATO) Medal to the applicant for service with NATO on operations in
relation to Kosovo during the period 29 May 2001 to 17 November 2001;

      c. Headquarters, 2d Battalion, 502d Infantry Regiment Permanent
Orders Number 203-19, dated 23 July 2001, announcing award of the Army
Achievement Medal to the applicant;

      d. his General Discharge Certificate; and,

      e. his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s military personnel records show that he enlisted in the
Regular Army on 20 November 2001, trained in Military Occupational
Specialty 11B10 (Infantryman) and served in the 2d Battalion, 502d Infantry
Regiment at Fort Campbell, Kentucky.  He received a general discharge and
was separated from active duty under honorable conditions on 24 February
2004 in pay grade E-3.

2.  The NATO Medal was authorized by the Secretary General of the North
Atlantic Treaty Organization for specific NATO operations.  The Secretary
of Defense may approve acceptance and wear by United States service members
who meet the criteria specified by the Secretary General of NATO.
Acceptance of the NATO Medal has been approved for U.S. military personnel
who served under NATO command or operational control in direct support of
NATO operations in Kosovo from 13 October 1998 through a date to be
determined.  The authority for this award is MILPER Message Number 00-202.

3.  President Clinton approved establishment and award of the Kosovo
Campaign Medal and campaign streamers to recognize the accomplishments of
military service members participating or in direct support of Kosovo
operations within established areas of eligibility.  The authority for this
award is MILPER Message Number 00-180.

4.  Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the Global War on
Terrorism Service Medal.  This award is designated for Soldiers who have
participated in or served in support of Global War on Terrorism Operations
outside of the designated area of eligibility determined for award of the
Global War on Terrorism Expeditionary Medal on or after 11 September 2001
to a date to be determined.  All Soldiers on active duty, including Reserve
Component Soldiers mobilized or National Guard Soldiers activated, on or
after 11 September 2001 to a date to be determined having served 30
consecutive days or 60 nonconsecutive days are authorized this award.

DISCUSSION AND CONCLUSIONS:

1.  The applicant has provided evidence that he was awarded the NATO Medal.
 Therefore, he is entitled to correction of his records to show this
service medal.

2.  The applicant has provided evidence that he was awarded the Kosovo
Campaign Medal.  Therefore, he is entitled to correction of his records to
show this service medal.

3.  The applicant has provided evidence that he was awarded the Army
Achievement Medal.  Therefore, he is entitled to correction of his records
to show this decoration.

4.  The applicant served on active duty for more than 30 consecutive days,
subsequent to 11 September 2001.  Therefore, he is entitled to the Global
War on Terrorism Service Medal and correction of his records to show this
service medal.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing award of:

      a. the NATO Medal;


      b. the Kosovo Campaign Medal;


      c. the Army Achievement Medal;


      d. the Global War on Terrorism Service Medal.
