                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 11 August 2005
      DOCKET NUMBER: AR20040008463

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Mr. Robert J. McGowan | |Analyst |

The following members, a quorum, were present:

| |Mr. John Slone | |Chairperson |
| |Ms. Deborah Jacobs | |Member |
| |Mr. Michael J. Flynn | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests his DD Form 214 (Certificate of Release or
Discharge From Active Duty) for the period 20030207-20040924 be corrected
to show his foreign service in Bosnia and Iraq in Item 12f (Foreign
Service).

2. The applicant states he served 7 months in Bosnia and 11 months in
Iraq, but Item 12f of his DD Form 214 reflects no foreign service.

3. The applicant provides:

      a. A Virginia Department of Veterans Affairs Field Transmittal
Record, dated September 27, 2004.

      b. A copy of his DD Form 214.

      c. A copy of Orders 087-00238, US Army Transportation Center and
Fort Eustis, dated 28 March 2003, showing deployment of the 1032nd
Transportation Company to Operation Enduring Freedom for up to 365 days.

      d. A copy of the 1032nd Transportation Company deployment roster.

CONSIDERATION OF EVIDENCE:

1. The applicant was a member of the Virginia Army National Guard
(VAARNG). He served on active duty from 7 February 2003 to 24 September
2004 as a member of the 1032nd Transportation Company.

2. The applicant's DD Form 214, in Item 18 (Remarks), shows he served in
Kuwait and Iraq from 20030310-20040301, a total of 11 months and 20 days.

3. The applicant's DD Form 214 does not reflect any foreign service in
Item 12f.

4. There is no evidence in the applicant's record to prove he served in
Bosnia.

5. Army Regulation 635-5 (Separation Documents) prescribes the separation
documents that must be prepared for soldiers on retirement, discharge,
release from active duty service, or control of the Active Army. It
establishes standardized policy for preparing and distributing the DD Form
214. It provides that Item 12f will reflect the total amount of foreign
service completed during the period of active duty covered by the DD Form
214.

DISCUSSION AND CONCLUSIONS:

1. The applicant served in Kuwait and Iraq for 11 months and 20 days from
10 March 2003 to 1 March 2004. This service should be reflected in Item
12f of his DD Form 214.

2. There is no evidence in the record, nor has the applicant provided any
to show he served in Bosnia.

BOARD VOTE:

________ ________ ________ GRANT FULL RELIEF

__js____ __dj____ __mjf___ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

________ ________ ________ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends the
DD Form 214 of the individual concerned be corrected by showing in Item 12f
(Foreign Service) his Kuwait/Iraq service of 0000 years, 11 months, and 20
days.

2. The Board further determined the evidence presented is insufficient to
warrant a portion of the requested relief. As a result, the Board
recommends denial of so much of the application that pertains to showing
additional foreign service in Bosnia.

Army Regulation 600-8-22 (Military Awards) states the Iraq Campaign Medal (ICM) is awarded to members who served in direct support of Operation Iraqi Freedom. His DD Form 214 shows he served in Iraq from 1 April 2003 to 30 June 2004.
