      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or
Discharge from Active Duty) be corrected to show his primary specialty as
31U10, vice 88M10.

2.  The applicant states that his MOS (military occupational specialty) was
31U10 throughout his military service.

3.  The applicant provides a copy of his DD Form 214 and a copy of a
certificate showing that he graduated from a signal support systems
specialist course.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Army for 4 years on 6 July 1998 for
training in MOS 31U as a signal support systems specialist.  He completed
basic training and in September 1998 was assigned to Fort Gordon, Georgia
for training as a signal support systems specialist.  On 22 September 1998
he was awarded the primary MOS of 31U10 effective on 28 January 1999 or
upon completion of training and award of the required security clearance.
He was awarded a Secret security clearance on 28 July 1998.  He completed
the training on 4 February 1999.

2.  The applicant was assigned to Korea where he was awarded the Army
Achievement Medal for meritorious service while assigned to the 702nd Main
Support Battalion as a communication specialist from 23 February 1999 to
    13 February 2000.  He returned to the United States and was assigned to
Fort Stewart, Georgia.  The applicant’s enlisted record brief (ERB), dated
6 April 2000, shows his primary MOS as 31U.

3.  The applicant was AWOL (absent without leave) from 17 May 2000 until
   30 June 2000 when he turned himself in to military authorities at
Yongson, Korea.  He was returned to the United States at Fort Sill,
Oklahoma, where he was assigned to the Personnel Control Facility.  On 7
July 2000 he voluntarily requested discharged in lieu of trial by court-
martial.  His DD Form 214 shows that he was placed on excess leave for 216
days from 7 July 2000 until                7 February 2001.  He was
administratively discharged at Fort Sill under other than honorable
conditions under the provisions of Army Regulation 635-200, chapter 10, on
7 February 2001.  His primary specialty shown on his                 DD
Form 214 is 88M10, Motor Transport Op (Operator), with 0 years
  and 0 months in that specialty.

4.  On 25 August 2004 the Army Discharge Review Board upgraded the
applicant’s discharge to General, under honorable conditions.

5.  There is no evidence contained in the applicant’s official military
personnel file (OMPF) to show that he was awarded MOS 88M10 or that his
primary MOS of 31U10 was withdrawn.

6.  Army Regulation 635-5 provides instructions for the preparation of the
        DD Form 214 and states in pertinent part that from the ERB enter
the titles of all MOS served for at least 1 year and include for each MOS
the number of years and months served.  For time determination, 16 days or
more count as a month.  Do not count basic training and advanced individual
training.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was trained in MOS 31U and was awarded the MOS of 31U10
upon completion of his training on 4 February 1999.  He served in that MOS
until he went AWOL on 17 May 2000.  Thereafter, until his discharge on 7
February 2001 he apparently performed no military duties.

2.  There is no evidence to show that he was awarded a primary specialty of
88M10 as shown on his DD Form 214.  The information reflecting that
specialty on his DD Form 214 is incorrect.

3.  The applicant’s primary specialty was 31U10, Signal Support Systems
Specialist, from 4 February 1999 to 17 May 2000, a total of 1 year and 3
months. Consequently, his DD Form 214 should show that information.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that the
           7 February 2001 DD Form 214 of the individual concerned be
corrected by showing in item 11 his primary specialty as 31U10, Signal
Support Systems Specialist, 1 year and 3 months.
