      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated 21 October 2003 were affirmed.  The following additional
findings, conclusions, and recommendation were adopted by the Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
dated 21 October 2003.

THE BOARD ADDITIONALLY FINDS:

12.  Subsequent to the Board's 21 October 2003 consideration of this case,
the applicant amended his application by providing the Army Review Boards
Agency, St. Louis, Missouri a copy of General Orders Number 9814, dated 10
July 1969 that shows he was awarded the Bronze Star Medal with First Oak
Leaf Cluster for meritorious service in connection with military operations
against a hostile force in the Republic of Vietnam from February to July
1969.

THE BOARD ADDITIONALLY CONCLUDES:

5.  At the time of the Board’s 21 October 2003 decision (AR2003087195), the
applicant failed to meet the burden of establishing entitlement to award of
the Bronze Star Medal, however, it was the intent of the Board to make
certain the applicant’s military record was administratively correct as it
should properly have been at the time he was released from active duty and
transferred to the United States Army Reserve on 4 June 1970.

6.  The additional evidence that has surfaced supports the applicant is
entitled to correction of his record to show he was awarded the Bronze Star
Medal.

7.  In view of the foregoing findings and conclusions, it would be
appropriate to correct the applicant’s records as recommended below.

THE BOARD RECOMMENDS:

That all of the Department of the Army records related to this case be
corrected by amending the Board’s recommendation appearing in the
proceedings, dated 21 October 2003, to show that the individual concerned
was awarded the Bronze Star Medal with Oak Leaf Cluster.
