The following members, a quorum, were present:

| |Mr. Fred Eichorn | |Chairperson |
| |Mr. Richard T. Dunbar | |Member |

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests reconsideration of his earlier appeal for
correction of his records to show award of the Bronze Star Medal and the
Army Commendation Medal.

2. The applicant states that he has copies of orders for the Bronze Star
Medal and the Army Commendation Medal and would like these awards reflected
on his DD Form 214 (Armed Forces of the United States Report of Transfer or
Discharge).

3. The applicant further states that he received notification from the
National Personnel Records Center (NPRC) which shows award of the Purple
Heart.

4. The applicant provides a copy of a letter from the NPRC, dated 5
February 2003, a letter from NPRC, dated 16 April 2003, a copy of General
Orders Number 5547, Headquarters, 101st Airborne Division, dated 6
September 1968, a copy of General Orders Number 7977, Headquarters 101st
Airborne Division, dated 22 October 1968 and a copy of a citation for the
Bronze Star Medal.

CONSIDERATION OF EVIDENCE:

1. Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR2003089404
15 January 2004.

2. The applicant requests the ABCMR consider new information pertaining to
a denial of his previous appeal for award of the Bronze Star Medal and the
Army Commendation Medal.

3. In the original findings, the ABCMR found no evidence of record which
warranted correction of the applicant's DD Form 214 to show award of the
Bronze Star Medal and the Army Commendation Medal. There was no evidence
in the applicant's record and he did not provide any to show he was
entitled to these awards. However, the ABCMR found that the applicant was
entitled to correction of his records to show award of the Purple Heart.
The applicant was not granted the Purple Heart with 1st Oak Leaf Cluster
due to insufficient evidence. The applicant provides no new relevant
information pertaining to the Purple Heart 1st Oak Leaf Cluster.

4. The applicant enlisted in the Regular Army on 9 September 1965. The
applicant served in Vietnam from 3 December 1967 to 5 September 1968.
He was honorably separated from active service on 20 December 1968.

5. The applicant provides a copy of General Orders Number 5547,
Headquarters, 101st Airborne Division, dated 6 September 1968 and General
Orders Number 7977, Headquarters 101st Airborne Division, dated 22 October
1968 which are new evidence which will be considered by the ABCMR.

6. General Orders Number 5547, dated 6 September 1968 awarded the
applicant the Army Commendation Medal for meritorious achievement for the
period 1 March 1968 through 31 July 1968 while assigned to Company C, 1st
Battalion, 506th Infantry, 101st Airborne Division.

7. General Orders Number 7977, dated 22 October 1968 awarded the applicant
the Bronze Star Medal for the period 1 January 1968 through 31 August 1968
for meritorious service in connection with ground operations against a
hostile force in Vietnam.

8. The applicant submitted copies of two letters from NPRC, dated 5
February 2003 and 16 April 2003 which stated that he was entitled to the
Purple Heart; the Bronze Star Medal; the National Defense Service Medal;
the Vietnam Service Medal; the Republic of Vietnam Campaign Ribbon with V
Device (1960); the Parachutist Badge; the Combat Infantryman Badge; and the
Republic of Vietnam Gallantry Cross with Palm Unit Citation.

9. The applicant's service personnel records contain a DD Form 215
(Correction to a DD Form 214, Certificate of Release or Discharge from
Active Duty), dated
6 May 2004. This form shows that the following awards were added to the
applicant's service record: the Purple Heart, the Vietnam Service Medal
with four bronze service stars, the Meritorious Unit Commendation, the
Valorous Unit Award, the Republic of Vietnam Gallantry Cross with Palm Unit
Citation Badge, and the Expert Qualification Badge with Recoilless Rifle
Bar.

DISCUSSION AND CONCLUSIONS:

1. The applicant requests reconsideration of his earlier request for
correction of his records to show award of the Bronze Star Medal and the
Army Commendation Medal.

2. General Orders show that the applicant was awarded the Bronze Star
Medal and the Army Commendation Medal. Therefore, he is entitled to
correction of his records to show these awards.
