      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  In effect, the applicant requests award of the Army Good Conduct Medal
and the Armed Forces Reserve Medal.

2.  The applicant states that he is entitled to those awards because of his
active duty and Reserve service.  He was passed over [for those awards].
His service was honorable and done to the best of his ability.

3.  The applicant provides a copy of his DD Form 214 (Report of Transfer or
Discharge).

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Army Reserve for six years on 14 November
1963, with an initial duty assignment with Company B, 4th Battalion, 33rd
Armor at Fort Snelling, Minnesota.  He was ordered to active duty for
training on              20 February 1964 at Fort Knox, Kentucky.  He
completed his training and was released to his Reserve unit on 22 August
1964 with an honorable characterization of service.

2.  The applicant continued his service in the Army Reserve, initially as a
tank crewman and later as a tank commander with his company.  In January
1968 he transferred to a support battalion, and in December of that year
assumed the duties as an aircraft maintenance supervisor.  The applicant
advanced steadily through the ranks and was promoted to staff sergeant on 6
November 1967, four years after his enlistment.

3.  The latest available information concerning the applicant’s military
service is a July 1969 order placing him on active duty for training for 15
days with his Reserve unit.

4.  The Army Good Conduct Medal is awarded to individuals who distinguish
themselves by their conduct, efficiency and fidelity during a qualifying
period of active duty enlisted service.  This period is 3 years except in
those cases when the period for the first award ends with the termination
of a period of Federal military service, of less than 3 years but more than
1 year.

5.  The Armed Forces Reserve Medal is awarded for honorable and
satisfactory service as a member or former member of the Reserve Components
for a period of 10 years under certain specified conditions.

DISCUSSION AND CONCLUSIONS:

1.  The evidence shows that the applicant’s service while a member of the
Army Reserve was honorable – while on active duty for training at Fort
Knox, and while assigned to a Reserve troop program unit.  He attained the
rank of staff sergeant with only four years of military service.  His
records reflect no derogatory information.

2.  Nonetheless, the applicant does not qualify for award of the Army Good
Conduct Medal or the Armed Forces Reserve Medal.

3.  Therefore, his request for these awards cannot be granted.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
