The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that the order showing that she was awarded the
Parachutist Badge be deleted from her Official Military Personnel File
(OMPF).
2. The applicant states that she did not graduate from airborne school due
to medical reasons.
3. The applicant provides a copy of the order awarding her the Parachutist
Badge.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Army for 5 years on 3 August 1993 for
training in the military police field (95B) and for airborne training. She
was released from active duty on 2 August 1998 and transferred to a
National Guard unit. Her DD Form 214 (Certificate of Release or
Discharge from Active Duty) shows that she was separated in the rank of
corporal, and that her MOS (military occupational specialty) was 95B10.
Her awards included the Army Commendation Medal, Army Achievement Medal
(2nd award), Army Good Conduct Medal, and National Defense Service Medal.
Her DD Form 214 does not show award of the Parachutist Badge, nor does it
show that she completed airborne training.
2. Permanent orders 011-551, dated 19 January 1994, published by the Army
Infantry Center at Fort Benning, Georgia, show that the applicant was
awarded the Parachutist Badge on 28 January 1994 for successful completion
of airborne training.
3. She enlisted in the Army National Guard for 3 years, and on 1 July 1999
reenlisted in the Regular Army for 3 years and has remained on continuous
active duty. Her three evaluation reports on file show her MOS as 95B20,
and upon promotion to her present rank of staff sergeant, 95B30. Her
promotion orders to sergeant and staff sergeant reflect her MOS as 95B20
and 95B30, respectively.
4. Army Regulation 614-200 states in pertinent part, that Soldiers must
successfully complete airborne training (be awarded SQI [Special
Qualification Identifier] "P") to be assigned to an airborne position. The
SQI is the fifth character of the MOSC (MOS Code) and may be used with any
MOS unless restricted. The servicing chief, Military Personnel
Division/commander, Personnel Services Branch, or the training activity
commander will award fully qualified Soldiers appropriate SQI by publishing
orders. SQI "P" indicates that a Soldier is fully qualified as a
parachutist. The fifth character of the MOSC will contain the letter "O"
when the Soldier is not qualified for an SQI.
DISCUSSION AND CONCLUSIONS:
1. There are no orders awarding her the SQI of "P" in her OMPF, nor does
her MOS code on the various documents contained in her record reflect that
she was airborne qualified. Her file contains no certificate showing that
she completed airborne training. Her 2 August 1998 DD Form 214 does not
indicate completion of airborne training, or award of the Parachutist
Badge. Also noted is the fact that she was awarded the Parachutist Badge
prior to completion of airborne training. Consequently, and
notwithstanding the publication of orders awarding her the Parachutist
Badge, the applicant's contention is accepted.
2. Consequently, the order showing that she was awarded the Parachutist
Badge should be expunged from her OMPF.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
expunging from her OMPF Permanent Orders 011-551, dated 19 January 1994,
published by the Army Infantry Center at Fort Benning, Georgia, showing
award of the Parachutist Badge.
