         The applicant and counsel, if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military records:

         Exhibit B - Military Personnel Records (including advisory opinion, if any).

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests, in effect, that item 14 (Military Education) of his DD Form 214 (Certificate of Release or Discharge) be corrected to show that in addition to his other military education that he completed the Command and General Staff College (C&GSC) correspondence course.

3. He states, in effect, that as this course is a very important one it should appear on his discharge document.

4. His military records show that he was commissioned on 24 July 1980 and served continuously until he retired on 28 February 2003.

5. His DD Form 214 lists 13 military courses but does not include the C&GSC.

6. A DA Form 1059 (Service School Academic Evaluation Report) shows he exceeded the course standards on the written portion of the C&GSC with a completion date of 9 July 1996.

7. Army Regulation 635-5 (Personnel Separations Separation Documents) sets forth the policy and procedures for preparing personnel separation documents. Chapter 2 states that block 14 (Military Education) will list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. (As an exception to full-time attendance, list Command and General Staff College and Senior Service Colleges completed by correspondence courses.)


CONCLUSIONS:

1. Listing the applicant’s completion of the C&GSC correspondence course is specifically required by regulation.

2. Therefore, correcting his records to show that he completed this course on 9 July 1996 will rectify an error.

3. In view of the foregoing findings and conclusions, correcting the applicant’s records as recommended below will correct an error.


RECOMMENDATION:

That the applicant’s records be corrected by adding the “Command and General Staff College correspondence course, 1996” to item 14 of his DD Form 214.
