2. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect two awards of the Army Good Conduct Medal.
3. The applicant states that he provides a copy of the orders for his first Army Good Conduct Medal. He does not have a copy of orders for the second award but requests his records be checked for them.
4. The applicant’s military records show that he enlisted in the Regular Army on 27 May 1993.
5. 38th Personnel Service Battalion Permanent Orders 170-1, dated 31 July 1996, awarded the applicant the Army Good Conduct Medal for the period 27 May 1993 – 26 May 1996.
6. On 26 April 1999, the applicant was honorably released from active duty after completing 5 years and 11 months of creditable active service. His DD Form 214 does not reflect award of the Army Good Conduct Medal.
7. Army Regulation 600-8-22 prescribes Army policy and criteria concerning individual military awards. It provides that the Army Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency and fidelity during a qualifying period of active duty enlisted service. This period is normally 3 years. For the first award only, the qualifying period of service may be less than 3 years but more than 1 year upon termination of service on or after 27 June 1950.
CONCLUSIONS:
1. The applicant's DD Form 214 should be amended to reflect one award of the Army Good Conduct Medal based upon published orders.
2. The applicant does not meet the eligibility criteria for award of a second Army Good Conduct Medal. He did not serve a complete 3-year qualifying period for award of an additional Army Good Conduct Medal.
3. In view of the foregoing, the applicant’s records should be corrected but only as recommended below.
RECOMMENDATION:
1. That the applicant's DD Form 214 be amended to add one award of the Army Good Conduct Medal.
2. That so much of the application as pertains to award of a second Army Good Conduct Medal be denied.
