         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his completion date for the Special Forces Qualification Course in item 18 (Remarks) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show September 1984 instead of May 1993.

3. The applicant states that his DD Form 214 shows he completed the Special Forces Qualification Course in 1993. However, he was awarded the military occupational specialty (MOS) 18B (Special Forces) in September 1984. In support of his application, he submits a copy of his DD Form 214 and orders awarding him primary MOS 18B20 effective 1 September 1984.

4. The applicant’s military records show that he enlisted on 23 May 1980. He served as an infantryman and special forces weapons sergeant and was honorably discharged on 22 April 1995.

5. Item 18 on the applicant's DD Form 214 shows that he completed the
17-week Special Forces Qualification Course in May 1993.

6. DA Form 1059 (Service School Academic Evaluation Report), dated 25 May 1983, shows the applicant completed the 17-week Special Forces Qualification Course in May 1983.

7. Item 17 (Civilian Education and Military Schools) on the applicant's DA Form 2-1 (Personnel Qualification Record) shows he completed the 17-week Special Forces Qualification Course in 1983.

8. There is no evidence which shows the applicant completed the Special Forces Qualification Course in September 1984.

CONCLUSIONS:

1. Evidence of record shows the applicant completed the 17-week Special Forces Qualification Course in May 1983. However, item 18 on the applicant's DD Form 214 incorrectly shows that he completed this course in May 1993. Therefore, it would be appropriate at this time to correct his completion date to show May 1983.

2. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records but only as recommended below.

RECOMMENDATION:

1. That all of the Department of the Army records related to this case be corrected:

         a. by deleting the entry, "SPECIAL FORCES QUALIFICATION COURSE, 17 WEEKS, MAY 1993" in item 18 on his DD Form 214; and

         b. by adding the entry, "SPECIAL FORCES QUALIFICATION COURSE, 17 WEEKS, MAY 1983" in item 18 on his DD Form 214.        

2. That so much of the application as pertains to correction of item 18 to show that the applicant completed the Special Forces Qualification Course in September 1984 be denied.
