2. The applicant requests, in effect, that he be issued a discharge document for his period of service during basic training.

The applicant states, in effect, that he enlisted under the split option program for the U.S. Army Reserve (USAR) in February 1994 and attended basic training during the summer months between his junior and senior year in high school. However, he was unable to attend advanced individual training due to a skiing accident in 1995 and was released from the USAR. He further contends that since he only completed basic training he did not receive a DD Form 214 (Certificate of Release or Discharge from Active Duty). In support of his application, he submits two letters, dated 9 January 2003 and 19 December 2002, to a Member of Congress; and a letter, dated 8 January 2003, from a Member of Congress.
4. The available records contain the applicant’s enlistment contract and his pay records. His enlistment contract shows he enlisted on 15 February 1994 for the Alternate Training Program in the USAR. The applicant's pay records and information obtained from the applicant indicate he attended basic training at Fort Jackson, South Carolina, from 20 June 1994 through 25 August 1994.
5. There is no evidence in the available records which shows the applicant completed advanced individual training (AIT) or was awarded a military occupational specialty (MOS).
6. The available records do not contain a DD Form 214 or a DD Form 220 (Active Duty Report).
7. Army Regulation 635-5 establishes the policies and procedures for completion and distribution of the DD Form 214. The regulation states, in pertinent part, that a DD Form 214 will be prepared for members of the Army National Guard and USAR separated after completing initial active duty for training which resulted in the award of an MOS, even though the active duty was less than 90 days. This includes completion of AIT under the Army National Guard Alternate Training Program or USAR Split Training Program.
8. Army Regulation 635-5 also states that a DD Form 220 will be prepared upon completion of the basic training portion for members enlisted under the Army National Guard Alternate Training Program and the USAR Split Training Program.
CONCLUSIONS:
1. The Board noted that the applicant enlisted under the Alternate Training Program in the USAR, not under the Army National Guard Alternate Training Program. However, it appears that both programs are basically the same enlistment option.
2. The applicant attended basic training from 20 June 1994 through 25 August 1994. There is no evidence of record which shows the applicant completed AIT or was awarded an MOS; therefore, the applicant is not authorized issuance of a DD Form 214. However, in accordance with the governing regulation, the applicant is entitled to a DD Form 220 for completion of the basic training portion for members enlisted under the USAR Split Training Program.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That a DD Form 220 be prepared to show the applicant served on active duty from 20 June 1994 through 25 August 1994.
