2. The applicant requests, in effect, that his retirement orders, Special Orders Number 103, dated 24 May 1968, be corrected to show the entry, "(COL)" [colonel] instead of "(LTC)" [lieutenant colonel].
3. The applicant states, in effect, that his retirement orders are incorrect because he was selected for permanent promotion to colonel in the Regular Army on
2 January 1968. In support of his application, he submits a copy of his promotion orders, Special Orders Number 1, dated 2 January 1968; and his retirement orders, Special Orders Number 103, dated 24 May 1968.
4. The applicant’s military records show that he retired on 31 July 1968 in the rank of colonel after completing over 26 years of active duty service.
5. The applicant's retirement orders, Special Orders Number 103, dated 24 May 1968, show, in pertinent part, the entry, "49. TC 430. COL [applicant's name] (LTC)."
6. The applicant provided a copy of Special Orders Number 1, dated 2 January 1968, which show he was promoted to colonel in the Regular Army.
7. Circular Number 624-45, dated 6 December 1967, contains the Recommended Lists for Promotion to Colonel, Army, Chaplain and Army Medical Service, Regular Army. This circular shows the Recommended Lists contain the applicant's name and indicate that the applicant was selected for permanent promotion to colonel in the Regular Army effective 2 January 1968.
CONCLUSIONS:
1. Evidence of record shows the applicant was selected for permanent promotion to colonel in the Regular Army effective 2 January 1968.
2. The applicant's permanent grade was incorrectly entered on his retirement orders, Special Orders Number 103, dated 24 May 1968, in that, the retirement orders show the entry "(LTC)." Therefore, the applicant's retirement orders, Special Orders Number 103, dated 24 May 1968, should be corrected to show his permanent grade as colonel instead of lieutenant colonel.
3. In view of the foregoing, the applicant's records should be corrected as recommended below.
RECOMMENDATION:
That an official certificate be prepared to correct the applicant's retired rank to show colonel.
