THE BOARD ADDITIONALLY FINDS:
15. On 31 July 2002, an official at the Army Review Boards Agency, Support Division, St. Louis, Missouri, requested correction of the applicant’s records to show award of the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation as shown in the ABCMR Proceedings, dated 14 May 2002.
16. Paragraph 13 of these Proceedings show the applicant’s unit was cited for the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation based on Department of the Army General Orders Number 43, dated 1970. However, the ABCMR Proceedings did not address award of the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation in its conclusions and recommendation. In its place, two awards of the Republic of Vietnam Gallantry Cross with Palm Unit Citation are shown in its conclusions and recommendation, instead of one award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation.
THE BOARD ADDITIONALLY CONCLUDES:
6. At the time of the Board’s 14 May 2002 decision in this case, it was the intent of the Board to make the applicant’s record as administratively correct as it should properly have been at the time. .
7. The applicant’s unit was cited for award of the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation and one award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation while he was assigned to it. Therefore, the applicant is entitled to correction of his discharge document to show these unit awards.
8. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.
THE BOARD RECOMMENDS:
That all of the Department of the Army records related to this case be corrected by amending the Board’s recommendation appearing in the Proceedings, dated 14 May 2002, to show the applicant was awarded the Republic of Vietnam Civil
Actions Honor Medal First Class Unit Citation and one award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation on his discharge document.
