         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his Certificate of Release or Discharge from Active Duty, DD Form 214, be corrected to show he attended the Hazardous Cargo Certification Course in 1989, the Motor Transport Operator Course in 1982, and the Bus Driver Training Course in 1987. It should also be corrected to add the Financial Assistance Program, Command Financial Specialist Course completed in May 1998 and the Family Advocacy Specialist Course completed in November 1999. He later stated that he was going to fax another certificate for another course that is missing from his DD Form 214; however, it was not received as of 17 October 2002.

3. The applicant states that his DD Form 214 erroneously shows he completed the Hazardous Cargo Certification Course in 1990, the Motor Transport Operator Course in 1981, and the Bus Driver Training Course in 1986.

4. The applicant’s military records show that he enlisted in the Regular Army on 16 February 1982.

5. The applicant provided a certificate to show he completed the Hazardous Material Handling Course (not the Hazardous Cargo Certification Course) on 15 June 1989. He later verified that the Hazardous Material Handling Course and the Hazardous Cargo Certification Course are one and the same. He also provided a certificate to show he completed the Motor Transport Operators Course on 23 June 1982; a certificate to show he completed the Wheeled Vehicle Driver's Bus Training Program on 20 February 1987; a certificate to show he completed the 72-hour Command Financial Specialist Course on 21 May 1998; and a certificate to show he completed the 80-hour Command Financial Specialist and Family Advocacy Specialist Course on 5 November 1999.

6. The applicant retired on 1 March 2002. His DD Form 214 shows he completed the 2-week Hazardous Cargo Certification Course in 1990, the Motor Transport Operator Course in 1981, and the Bus Driver Training Course in 1986.
It does not show he completed the Command Financial Specialist Course or the Command Financial Specialist and Family Advocacy Specialist Course.

CONCLUSIONS:

1. The applicant has provided sufficient evidence to show he completed the Motor Transport Operator Course in 1982, not in 1981; the Wheeled Vehicle Driver's Bus Driver Training Course in 1987, not 1986; the 72-hour (or 1-week) Command Financial Specialist Course in 1998; and the 80-hour (or 2-week) Command Financial Specialist and Family Advocacy Specialist Course in 1999.

2. The applicant states he completed the Hazardous Cargo Certification Course in 1989, not in 1990 as shown on his DD Form 214. However, he provided a certificate showing he completed the Hazardous Material Handling Course in 1989 but later verified that these courses are one and the same.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION
:

That the applicant's DD Form 214 be amended to:

a. show he completed the Motor Transport Operator Course in 1982;

b. delete the Bus Driver Training Course and to show he completed the Wheeled Vehicle Driver's Bus Driver Training Program in 1987;

c. show he completed the 1-week Command Financial Specialist Course in 1998;

d. show he completed the 2-week Command Financial Specialist and Family Advocacy Specialist Course in 1999; and

e. delete the Hazardous Cargo Certification Course and to show he completed the 2-week Hazardous Material Handling Course in 1989.
