THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to add his military schools.
2. The applicant states he completed two military schools that were not added to his DD Form 214 at the time of his retirement.
3. The applicant provides:
* Certificate of Training, Rappel Master
* Certificate of Training, Generator Operator Course
* Certificate of Completion, Basic Skills Education Program, Phase II
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant's records show he enlisted in the Regular Army on 28 February 1984 and he held military occupational specialty 11B (Infantryman).
3. He served through multiple extensions or reenlistments in a variety of stateside or overseas assignments and he attained the rank/grade of staff sergeant (SSG)/E-6.
4. He retired on 29 February 2004 and he was placed on the Retired List in his retired rank/grade of SSG/E-6 on 1 March 2004. Item 14 (Military Education) of his DD Form 214 shows he completed the:
* Drill Sergeant School, 9 weeks, 1995
* Combat Lifesaver Course, 2 weeks, 1998
* Airborne School, 3 weeks, 1984
* Jungle Warfare School, 2 weeks, 1985
* Primary Leadership Development Course, 4 weeks, 1987
* Air Assault School, 2 weeks, 1988
* Basic Noncommissioned Officer Course, 4 weeks, 1989
* Area Nuclear, Biological, and Chemical Officer Defense Course, 2 weeks, 1991
* CLC [Combat Lifesaver Course], 2 weeks, 1990
* Commercial Motor Vehicle Course and Hazardous Material Training, 1 week, 1995
* Formal Driver Education, 1 week, 1994
* Gunner Course, 2 weeks, 1998
5. Item 17 (Civilian Education and Military Education) of his DA Form 2-1 (Personnel Qualification Record) shows, in addition to the courses listed on his DD Form 214, completion of:
* Rappel Master Course, 2 weeks, 1989
* Generator Operator Course, 1 week, 1984
6. He provides two certificates of training showing he completed the:
* Rappel Master Course with the 6th Infantry Division Air Assault School
* 82nd Airborne Division Generator Operator Course, 40 hours, from 23 to 27 July 1984
7. He also provides a certificate, dated 24 February 1993, showing he completed 104.5 hours of Basic Skills Education Program, Phase II.
8. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty and will be prepared for all personnel at the time of retirement, discharge, or release from active duty. Item 14 shows formal in-service training courses completed during the period covered by the DD Form 214; combat skills are not listed.
DISCUSSION AND CONCLUSIONS:
The applicant completed the 2-week Rappel Master Course in 1989 and the
1-week Generator Operator Course in 1984. Neither course is shown on his
DD Form 214. Therefore, he is entitled to correction of his DD Form 214 to show this training Rappel Master Course, 2 weeks, 1989; and the Generator Operator Course, 1 week, 1984.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 14 of his DD Form 214 the Rappel Master Course, 2 weeks, 1989 and the Generator Operator Course, 1 week, 1984.
