         I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual. A quorum was present during the further consideration and deliberation. The findings appearing in proceedings dated 18 April 2002 were affirmed. The following additional findings, conclusions, and recommendation were adopted by the Board.

THE BOARD ADDITIONALLY FINDS:

10. Subsequent to the Board's 18 April 2002 decision in this case (AR2001062854), officials at the Total Army Personnel Command (PERSCOM) determined that the Board had authorized an award of the Army Good Conduct Medal (GCMDL) for an incorrect period of service and that the Board had authorized an award of the Combat Infantryman Badge (CIB) based on incorrect information. The PERSCOM advised the Board that the applicant should receive the GCMDL for the period of 1 July 1964 through 30 June 1967 vice the period he served overseas and is the period the Board approved (21 May 1965 through 21 May 1966). Additionally, the Board approved the award of the CIB based on the applicant being assigned to an infantry unit as an infantryman, when in fact, he served his entire tour in Vietnam as a security guard and was serving in an aviation unit when he was wounded. Accordingly, he does not meet the criteria for award of the CIB.

THE BOARD ADDITIONALLY CONCLUDES:

5. At the time of the Board’s 18 April 2002 decision in this case, it was the intent of the Board to make the applicant’s record as administratively correct as it should properly have been at the time.

6. However, through an administrative oversight, the Board incorrectly granted the applicant the award of the GCMDL based on the period he served overseas vice the period of his enlistment and granted him an award of the CIB based on his having served as an infantryman in an infantry unit at the time he was wounded, when in fact, he was assigned as a security guard and was performing the duties of a door gunner in an aviation unit when he was wounded.

7. Therefore, the Board finds that it must amend its original decision in this case by awarding him the GCMDL for the period 1 July 1964 through 30 June 1967 and by denying him the award of the CIB.

8. In view of the additional factors in this case the applicant is entitled to correction of his record to show he was awarded the Purple Heart and that he should be awarded the GCMDL for the period of 1 July 1964 through 30 June 1967, two bronze service stars for wear on his already awarded Armed Forces Expeditionary Medal, the Republic of Vietnam Gallantry Cross with Palm Unit Citation, the Republic of Vietnam Campaign Medal, the Presidential Unit Citation and the Meritorious Unit Commendation.

9. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.



THE BOARD RECOMMENDS:

1. That all of the Department of the Army records related to this case be corrected by amending the Board’s recommendation appearing in the proceedings (AR2001062854), dated 18 April 2002 to show that the individual concerned was awarded the Purple Heart and that he should be awarded the GCMDL for the period of 1 July 1964 through 30 June 1967, two bronze service stars for wear on his already awarded Armed Forces Expeditionary Medal, the Republic of Vietnam Gallantry Cross with Palm Unit Citation, the Republic of Vietnam Campaign Medal, the Presidential Unit Citation and the Meritorious Unit Commendation.

2. That so much of the application as is in excess of the foregoing be denied.
