         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military

         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests, in effect, that years and months in specialty shown in Item 11 (Primary Specialty) of her separation document (DD Form 214) be corrected.

3. The applicant states, in effect, that the entry, 3 years and 6 months shown in Item 11 (Primary Specialty) of her DD Form 214 is incorrect. She states that she served in the Army for over 4 years and her entire time was served in only one primary specialty. In support of her application, she submits a copy of her
DD Form 214.

4. The applicant’s military records show that she entered the Army on
11 February 1987 and served on active duty for 4 years, 4 months, and 25 days until being honorably released from active duty (REFRAD) on 5 July 1991, by reason of expiration term of service, in the rank of Private First Class, E-3.

5. The applicant’s Personnel Qualification Record (DA Form 2-1) shows that she completed training and was awarded military occupational specialty (MOS)
94B (Food Service Specialist) in April 1987. In addition, her Military Personnel Records Jacket (MPRJ) contains a copy of Orders Number 083-171, dated
30 April 1987, issued by Headquarters, US Army Training Center and
Fort Jackson, Fort Jackson, South Carolina, which awarded her the MOS 94B (Food Service Specialist).

6. Item 11 (Primary Specialty) of the applicant’s DD Form 214 contains the entry
“94B10 FOOD SERVICE SPECIALIST, 3 YEARS AND 6 MONTHS”.

7. Army Regulation 635-5 prescribes the separation documents which are prepared for individuals upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for preparing and distributing the DD Form 214. Paragraph 2-4, states in effect that the MOS codes, titles, years and months awarded during the period of service will be listed in Item 11 of the DD Form 214.

CONCLUSIONS:

1. The Board notes the applicant’s contention that years and months shown in item 11 (Primary Specialty) of her DD Form 214 are incorrect and it finds this claim has merit.

2. The evidence of record confirms that she was awarded MOS 94B on
30 April 1987 and served in that same MOS until her separation on 5 July 1991. Therefore, the Board concludes that Item 11(Primary Specialty) of her
DD Form 214 should be corrected to show the following entry “94B10 FOOD SERVICE SPECIALIST, 4 YEARS AND 2 MONTHS”.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case, particularly the DD Form 214 of the individual concerned, be corrected to show, in
Item 11 (Primary Specialty), the entry “94B10 FOOD SERVICE SPECIALIST,
4 YEARS AND 2 MONTHS”; and by providing her a corrected separation document that reflects this change.
