2. The applicant requests that his Certificate of Release or Discharge from Active Duty, DD Form 214, be amended to add the Bronze Star Medal, the Valorous Unit Award, the Combat Medal Badge, and the Senior Parachutist Badge, to show his primary specialty as Flight Surgeon, and to add the Jumpmaster Course.
3. The applicant makes no additional statement. He provides orders for each of the requested awards, a certificate of graduation for completing the 5th Special Forces Group Static Line Jumpmaster Course, and an authorization to wear the Honduran Parachutist Badge.
4. The applicant’s military records show that, after having had prior service, he re-entered active duty in the Medical Corps on 3 July 1988.
5. On 19 April 1990, the U. S. Total Army Personnel Command (PERSCOM) authorized the applicant to accept and wear the Honduran Parachutist Badge. Permanent Order 87-114, Headquarters, U. S. Army Forces Central Command dated 21 April 1991 awarded him the Combat Medical Badge. On 13 September 1991, he completed the Static Line Jumpmaster Course. Permanent Orders 057-03, 5th Special Forces Group (Airborne), 1st Special Forces dated 8 July 1992 awarded him the Senior Parachutist Badge. Permanent Orders 201-4, PERSCOM dated 16 December 1992 awarded him the Bronze Star Medal. PERSCOM memorandum dated 13 January 1993 awarded the 5th Special Forces Group (Airborne), along with several other units, the Valorous Unit Award. Headquarters, 5th Special Forces Group (Airborne), 1st Special Forces memorandum dated 17 June 1993 authorized the applicant the wear of the Valorous Unit Award.
6. The applicant was released from active duty on 1 January 1993. His DD Form 214, item 11 shows his specialty of 61N9D as Orthopedic Surgeon. Item 13 does not list the above noted awards.
7. Army Regulation 611-101 provides the authorized branches, functional areas, areas of concentration, skills and language identifiers used to classify commissioned officer positions in authorization documents. In pertinent part, it states that specialty 61N is Flight Surgeon.
8. Army Regulation 635-5 prescribes the separation documents prepared for soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. In pertinent part it states that item 14 will list in-service training courses successfully completed during this period of service. This information is to assist the member after separation in job placement and counseling; therefore, training courses for combat skills will not be listed.
CONCLUSIONS:
1. The applicant provides supporting evidence to show he was awarded the Bronze Star Medal, the Valorous Unit Award, the Combat Medal Badge, and the Senior Parachutist Badge. In addition, although he does not ask for it, he provides evidence to show he was awarded, and authorized to accept and wear, the Honduran Parachutist Badge.
2. Army Regulation 611-101 supports the applicant’s contention that specialty 61N9D is Flight Surgeon, not Orthopedic Surgeon.
3. It appears the Static Line Jumpmaster Course was properly not entered on the applicant’s DD Form 214 as it was a combat skill.
4. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That the applicant’s DD Form 214, item 13 be amended to add the Bronze Star Medal, the Valorous Unit Award, the Combat Medal Badge, the Senior Parachutist Badge, and the Honduran Parachutist Badge.
2. That the applicant’s DD Form 214, item 11 be amended to show his specialty, 61N9D, as Flight Surgeon.
3. That so much of the application as is in excess of the foregoing be denied.
