         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that the award of the Army Commendation Medal (ARCOM) be reflected on his DD Form 214

3. He made no statement, but attached a copy of a certificate showing that he was awarded the ARCOM for the period 7 March 1997 through 8 December 2001. That same certificate is contained in his Official Military Personnel Files.

4. The applicant’s military records show that he enlisted in the Army on 29 October 1996 and remained on continuous active duty until his release. He completed training and was assigned to Fort Carson, Colorado. He completed the Primary Leadership Development Course (PLDC) in December 2000. He was released from active duty on 5 December 2001.

5. Army Regulation 600-8-22 provides for award of the NCO Professional Development Ribbon (NCOPDR) upon completion of the PLDC.

CONCLUSIONS:

1. The applicant was awarded the ARCOM. That award should be reflected on his DD Form 214. The applicant is entitled to award of the NCOPDR. The award of that ribbon should be reflected on his DD Form 214.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Army Commendation Medal and the NCO Professional Development Ribbon.
