2. In effect, the applicant requests that the Air Force awards and the training that he received be reflected on his 6 June 2001 DD Form 214 (Certificate of Release or Discharge from Active Duty). He also requests award of the NCO Professional Development Ribbon.

The applicant provides a copy of a 22 October 1999 DD Form 214 showing that he was on active duty in the Air Force for 1 year and 29 days, that he was awarded the Air Force Training Ribbon and the Air Force Outstanding Unit Award; and that he completed a 6 week basic military training course and a 46 week medical services apprentice course. He states that he completed the Primary Leadership Development Course (PLDC) while in Officer Candidate School, but did not receive an academic efficiency report or an NCO Professional Development Ribbon.
4. The applicant’s military records show his Air Force service as depicted above. It also shows that he entered on active duty in the Army on 25 September 2000, completed Officer Candidate School (OCS) and was released from active duty to the Army Reserve Control Group on 6 June 2001. The applicant’s Officer Record Brief (ORB) shows that he was appointed a Reserve second lieutenant on 7 June 2001. He completed the Chemical Officer Basic Course on 21 November 2001.
5. There is no evidence, nor has the applicant submitted any, to show that he completed PLDC.
6. Army Regulation 600-8-22 states in pertinent part that the Army Service Ribbon is awarded to officers upon successful completion of their basic/orientation or higher level course.
7. Army Regulation 635-5 pertains to the preparation of the DD Form 214, and states in effect that awards and decorations for all periods of service will be listed on that form. It also states that formal in-service training courses successfully completed during the period of service covered by the DD Form 214 will be listed on that form.
CONCLUSIONS:
1. There is no evidence to show that the applicant completed PLDC. Consequently, his request to show completion of that course and award of the NCO Professional Development Ribbon cannot be granted.
2. The applicant completed the Air Force courses during a period not covered by the 6 June 2001 DD Form 214 [ while he on active duty with the Army]. Consequently, his request to have those courses included on this DD Form 214 is not granted.
3. The award of the Air Force Training Ribbon and the Air Force Outstanding Unit Award should be reflected on his 6 June 2001 DD Form 214.
4. The applicant completed the Chemical Officer Basic Course. He is entitled to award of the Army Service Ribbon.
5. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by showing that the applicant was awarded the Air Force Training Ribbon, the Air Force Outstanding Unit Award, and the Army Service Ribbon.
2. That so much of the application as is in excess of the foregoing be denied.
