2. The applicant requests that the fifth digit of his Service Number be corrected on the Certification of Military Service issued on 26 November 2001.
3. The applicant states that the fifth digit of his Service Number should be “3” instead of “2”. In support of his application, he submits a Certification of Military Service issued on 26 November 2001 and a Standard Form 180 (Request Pertaining to Military Records), dated 2 January 2002.
4. The applicant’s military records were destroyed or lost during the National Personnel Records Center fire of 1973. Records available to the Board were obtained from alternate sources and show that the applicant served in the Army of the United States from 7 April 1943 until he was honorably discharged in the rank of staff sergeant on 21 July 1945.
5. The available records do not contain a WD AGO Form 53-55 (Enlisted Record and Report of Separation). However, records show that the applicant was furnished a Certification of Military Service on 26 November 2001. This Certificate of Military Service shows the fifth digit of the applicant’s Service Number is “2”.
6. The available records contain a Certification of Military Service furnished on 10 February 1994. This Certificate of Military Service shows the fifth digit of the applicant’s Service Number is “3”.
7. The available records also contain the applicant’s Final Payment Roll, dated 21 July 1945, which shows the fifth digit of his Service Number is “3”.
CONCLUSIONS:
1. The applicant’s Service Number was incorrectly entered on the Certification of Military Service issued on 26 November 2001, in that, the fifth digit was entered as a “2” instead of “3”. Therefore, the applicant’s Certification of Military Service should be corrected at this time.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That the Certificate of Military Service issued on 26 November 2001 to the
individual concerned be corrected to show the fifth digit of the Service Number is “3”.

This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. However, having listed the correct SSN at the time of enlistment, his DD Form 214 should be corrected to show that same SSN at the time of separation. As a result, the Board recommends that all Department of the Army records of the...
