THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his military education.

2.  The applicant states none of his military education is listed on his DD Form 214.

3.  The applicant provides no additional evidence.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 30 January 2008.  He was assigned to Fort Benning, GA, for basic training (BT) and advanced individual training (AIT).  He successfully completed BT and AIT and he was awarded military occupational specialty 11C (Indirect Fire Infantryman).

2.  His Enlisted Record Brief (ERB), dated 18 January 2011, shows that upon completion of AIT, on 6 June 2008 he was assigned to Company B, 507th Infantry Battalion for attendance at the 3-week Airborne Course.

3.  Permanent Orders (PO) 171-3255, issued by Headquarters (HQ), U.S. Army Infantry Center, Fort Benning, dated 19 June 2008, awarded him the Parachutist Badge effective 27 June 2008 for successful completion of Airborne training.


4.  On 30 June 2008, he was assigned to the Ranger Indoctrination Training Detachment, Fort Benning.  His records do not contain a certificate that shows he successfully completed the Ranger Indoctrination Program.  However, his ERB shows he completed this course in 2008.

5.  He was subsequently assigned to the 1st Ranger Battalion, 75th Ranger Regiment, Hunter Army Airfield, GA.  He was promoted to the rank/grade of specialist (SPC)/E-4 on 14 September 2009.

6.  On 9 February 2011, he was retired in the rank of SPC by reason of temporary (enhanced) disability and placed on the Temporary Disability Retired List (TDRL) on 10 February 2011.  He completed 3 years and 10 days of creditable active service.

7.  Item 14 (Military Education) of the DD Form 214 he was issued contains the entry "NONE//NOTHING FOLLOWS."

8.  On 3 May 2010, he was removed from the TDRL and he was permanently retired by reason of permanent physical disability.

9.  Army Regulation 635-5 (Separation Documents), in effect at the time, prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  The regulation stated for item 14, list the formal in-service (full-time attendance) training courses successfully completed during the period covered by the DD Form 214.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record confirms the applicant successfully completed the
3-week Airborne Course on 27 June 2008.  Therefore, it would be appropriate to correct his DD Form 214 to show this course.

2.  Evidence also shows he completed the Ranger Indoctrination Program; however, this is a combat-related skills course.  Therefore, there is no basis for adding this course to his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting from item 14 of his DD Form 214 the current entry and replacing it with the entry "AIRBORNE COURSE, 3 WEEKS, JUNE 2008."

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to adding the Ranger Indoctrination Program course to his DD Form 214.
