         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military

         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that her Certificate of Release or Discharge from Active Duty, DD Form 214, be amended to show she was awarded two Army Achievement Medals (AAMs) and the Army of Occupation Medal and that she completed the Primary Leadership Development Course (PLDC).

3. The applicant states that the AAMs and PLDC are missing from her DD Form 214. She was assigned to Berlin, Germany so she believes she is eligible for the Army of Occupation Medal.

4. The applicant’s military records show that she enlisted in the Regular Army on 10 September 1985.

5. Permanent Order 3-1, Headquarters, Berlin Medical Department Activity dated 31 January 1990 awarded the applicant the AAM for achievement for passing PLDC with a high academic average. Seventh U. S. Army Noncommissioned Officers’ Academy certificate shows she completed the Noncommissioned Officers’ Academy. PLDC is normally a 4-week course.

6. The applicant was assigned to the Berlin Medical Activity from 22 August 1989 to 21 February 1990. Her Personnel Qualification Record, DA Form 2-1, shows she was awarded the Army of Occupation Medal.

7. The applicant was recommended for award of the AAM 1st oak leaf cluster on 12 June 1991. The reverse side of the recommendation is not available so the Permanent Order number is unknown; however, she provides an AAM certificate dated 12 June 1991 from the 98th General Hospital.

8. The applicant was separated on 9 January 1992. Her DD Form 214 does not show that she was awarded an AAM or the Army of Occupation Medal or that she completed PLDC.

9. Army Regulation 600-8-22 prescribes Army policy and criteria concerning individual military awards. In pertinent part, it states that the Army of Occupation Medal with Berlin clasp is awarded for service for 30 consecutive days at a normal post of duty in Berlin between 9 May1945 and 2 October 1990.

CONCLUSIONS:

1. The available evidence shows the applicant was awarded the AAM, that she met the eligible criteria for award of the Army of Occupation Medal with Berlin clasp, and that she completed PLDC. Although the Permanent Order number for award of the second AAM is not available, the Board accepts the certificate showing she was awarded the second AAM as sufficient evidence.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That the applicant’s DD Form 214 be amended to show she was awarded two AAMs, that she met the eligible criteria for award of the Army of Occupation Medal with Berlin clasp, and that she completed 4 weeks of PLDC in 1989.
