APPLICANT REQUESTS: The applicant requests correction of Item 16a (Primary Specialty Number and Title) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show "military occupational specialty (MOS) 11B10R6" vice "MOS 11E10R6."
APPLICANT STATES: That he is making this request to ensure that his records remain accurate.
EVIDENCE OF RECORD: The applicant's military records show:
That on 30 May 1972, he enlisted in the Regular Army for 3 years, for the United States Army Europe Enlistment Option, for Army Career Group 11-Infantry, with basic combat training (BCT) in Fort Knox, Kentucky. On 31 May 1972, he authenticated a statement indicating that he waived BCT at Fort Knox. He was then assigned to Fort Dix, New Jersey, for basic combat training (BCT). Upon completion of BCT, he was assigned to Fort Polk, Louisiana, for advanced individual training (AIT). On an unknown date in 1972, he completed the 8-week course requirements and he was awarded MOS 11B (Light Weapons Infantryman). Upon completion of AIT, he was assigned Fort Bliss, Texas, to attend the Red Eye Gunner Course. On 6 October 1972, he completed the
3-week course requirements and he was awarded MOS 11E10R6, Redeye Gunner, as his primary MOS.
On 13 November 1974, he was honorably released from active military service. His DD Form 214 shows in Item 16a that he was awarded MOS 11E10R6, Redeye Gunner, on October 1972.
Army Regulation 635-5, in effect at the time, prescribed the policies and procedures for preparing separation documents for soldiers upon retirement, discharge, or release from active military service. In pertinent part, it states that the Primary MOS code, title, and year/month/date of award will be entered in Item 16a of the DD Form 214.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. In order to justify correction of a military record, the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
2. The applicant completed the Redeye Gunner Course and his MOS changed from "11B - Light Weapons Infantryman" to "11E - Redeye Gunner." Therefore, his DD Form 214 appropriately shows that his primary MOS is 11E10R6.
3. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

Item 23a (Specialty Number and Title) on the applicant's DD Form 214 shows MOS 16H. There is no evidence of record which shows the applicant completed armor school/training. In the absence of orders which show the applicant was awarded MOS 11E, the entry on the applicant's DA Form 20 which shows he attended AIT in MOS 11E from 14 November 1966 to 18 March 1967 (with no corroborating entry in item 27 of his DA Form 20 to show he completed this AIT) is insufficient as a basis for amending...

The DD Form 214 he was issued at the time shows he completed 5 months and 6 days of active duty service during the period covered by the DD Form 214. The applicant's record does show he completed two food service courses in 1972 and 1976; however, it also shows that he was awarded MOS 11B in 1976, and that he was ordered to active duty in that MOS. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief and to excuse failure to timely file.

Item 27 (Military Education) of the applicant's DA Form 20 shows that he completed the 8-week Clerk-Typist MOS 71B course at Fort Knox, Kentucky, in 1971, and Item 22 (Military Occupational Specialty) shows he was awarded the PMOS of 71B on 7 December 1971. The version of the regulation in effect at the time of the applicant's discharge stated that the entry in Item 16a would be the primary MOS held by the member on the date of separation as recorded in Item 22 of the DA Form 20. The...

David Haasenritter | |Member | The Board considered the following evidence: Exhibit A - Application for correction of military records. It is noted that from the time the applicant completed his BCT on 4 February 1983 until the date his DD Form 214 indicates he was released from IADT on 24 March 1983, the applicant could not have completed 8 weeks of training. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by changing his...

Army Regulation 600-8-22 (Military Awards) contains the Armys awards policy. It states, in pertinent part, that a DD Form 214 will be prepared to document a period of active duty service for which a DD Form 214 was not previously issued. The evidence of record also shows that the applicant was issued a DD Form 214 for his period of active duty service between 20 September 1974 and 27 March 1978 and that his service in MOS 11B is properly documented on this separation document.

The applicant states that item 18b (Prior Active Service) on his DD Form 214 does not indicate his training in MOS 35F2O at Redstone Arsenal, Alabama or his training in the USMAPS at Fort Belvoir, Virginia. Army Regulation 635-5 (Separation Documents), in effect at the time, states that item 27 (Remarks) would list formal in-service training courses successfully completed during the period of service covered by the DD Form 214. As a result, the Board recommends, as an exception to policy,...
