         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: That his military records be corrected to show his Social Security Account Number (SSAN) instead of a service number.

APPLICANT STATES: That the Army gave him a service number because he did not have a SSAN at the time. In support of his application, he submits a copy of his DD Form 214 (Report of Transfer or Discharge); a copy of a SSAN card; and a copy of a Driver’s License from Ohio.

EVIDENCE OF RECORD: The applicant's military records show:

The applicant was inducted on 28 July 1969. He served as a wheel vehicle mechanic in Vietnam from 19 January 1970 through 29 March 1971 and was honorably released from active duty on 30 March 1971 and transferred to the U.S. Army Reserve.

The applicant’s DD Form 214, which was authenticated in his own hand, shows the entry, “NA” [not applicable] in item 2 (Service Number).

The applicant’s DD Form 47 (Record of Induction), dated 2 July 1969, shows nine digits in item 2 (Service Number) which is to be entered by officials at the induction station. The version of the DD Form 47 used at the time of the applicant’s induction was dated 1 November 1959 which was prior to the introduction of the SSAN into military records.

The nine digits shown in item 2 on the applicant’s DD Form 47 appear throughout his service personnel records, but are identified as his SSAN. Specifically, these same nine numbers appear on his induction orders, dated 24 July 1969; all Department of the Army orders in his service personnel records; the applicant’s DA Form 20 (Enlisted Qualification Record) which he authenticated in his own hand on 30 July 1969 and at the time of audit on 28 January 1970; and his DD Form 214 which he authenticated on the day of his separation from the U.S. Army.

The applicant provided a copy of a SSAN card which displays a different SSAN from that contained in his military records.

Army Regulation 600-2 (Name and Birth Data, Social Security Account Number, and Temporary Identification Number) prescribed the procedures used for recording, issuance or changing of several items of personnel information normally used as a means of personnel identification, specifically the SSAN. This regulation specified that the transfer from the use of a service number to the SSAN was effective 1 July 1969.

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. The Board considered the applicant’s contention that the Army gave him a service number because he did not have a SSAN at the time.

2. The Board noted that effective 1 July 1969 the Army used the SSAN as the only means of personnel identification. Records show the SSAN on his military records is the same SSAN specified in his induction orders, dated 24 July 1969, and shown on his DD Form 214 at the time of his discharge from the Army.

3. Notwithstanding the SSAN card provided by the applicant, the Board determined there is no evidence that the SSAN used by the applicant during his Army service was incorrect. Therefore, the Board determined that the applicant’s records are correct as currently constituted and there is no basis for amending his records to show a different SSAN.

4. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.

5. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
