THE BOARD ADDITIONALLY FINDS:
15. On 14 August 2001, the Army Review Board Agency Support Division, St. Louis asked the Board to determine if the applicant is also authorized the Republic of Vietnam Gallantry Cross with Palm Unit Citation based on Department of the Army General Orders Number 8, dated 19 March 1974.
THE BOARD ADDITIONALLY CONCLUDES:
7. At the time of the Board’s 7 June 2001 decision in this case, it was the intent of the Board to correct the applicant’s record to reflect all authorized awards. The applicant served in Vietnam during the period that the Republic of Vietnam Gallantry Cross with Palm Unit Citation was awarded and is entitled to have this award reflected on his DD Form 214.
8. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.
THE BOARD RECOMMENDS:
That all of the Department of the Army records related to this case be corrected by amending the Board’s recommendation appearing in the proceedings, dated 7 June 2001, AR2000051102, to show that the individual concerned was awarded the Republic of Vietnam Gallantry Cross with Palm Unit Citation.

The record does not show that he was awarded any other ARCOM (with or without the “V” Device). The applicant’s DD Form 214 does not show that he was awarded the Purple Heart or the CIB. Furthermore, his Enlisted Qualification Record and the general orders awarding him the ARCOM with “V” Device show that he was an infantryman engaged in hostile action (at the time he was wounded) and as such met the prerequisites for award of the CIB.
ARMY | BCMR | CY2001 | 2001060866C070421
The applicant requests correction of his records to show award of the Purple Heart. The applicant’s DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge), which was authenticated in his own hand at the time of his separation from the Service, does not show the Purple Heart as an authorized award. The applicant’s military records show that he entered on active duty on 7 August 1969, completed training as a combat engineer, and sometime in the spring of 1970 completed the NCO school skill development base course. The applicant’s DD Form 214 only shows award of the National Defense Service Medal, the Sharpshooter and Expert Qualification Badges (with the M-14 and the M-16 rifles, respectively), the Vietnam Service Medal, the Bronze Star Medal, the Army Commendation Medal with first oak...

The applicant requests that his Report of Transfer or Discharge (DD Form 214) be corrected to show that he was awarded the Vietnam Campaign Medal, a silver service star, the Vietnam Gallantry Cross with Palm Unit Citation and the Bronze Star Medal (BSM). The evidence of record shows that orders were published on 22 October 1968 awarding him the BSM and his DD Form 214 should be corrected accordingly. The applicant requests that his DD Form 214, (Report of Transfer or Discharge), be corrected to show that he was awarded the Purple Heart. The applicant states that his DD Form 214 does not show that he was awarded a Purple Heart. The evidence of record clearly establishes that the applicant was wounded as a result of hostile action in Vietnam on 5 December 1969, which entitled him to the Purple Heart.
