APPLICANT REQUESTS: In effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Armed Forces Expeditionary Medal for his support of military operations in Lebanon and Grenada.
APPLICANT STATES: That he was told that his unit served in support of military operations in Lebanon and Grenada and that he is entitled to a “campaign badge”.
EVIDENCE OF RECORD: The applicant's military records show:
The applicant entered active duty on 1 December 1981, completed training as a radio operator, and served in Germany from 17 July 1983 through 22 November 1984. He was honorably released from active duty on 23 November 1984. The applicant also served in the Illinois Army National Guard from 21 December 1984 to 2 June 1987.
The applicant’s DD Form 214 does not show the Armed Forces Expeditionary Medal as an authorized award.
There is no evidence that the applicant’s unit was in support of military operations in Lebanon or Grenada. There is no evidence of record which shows the applicant was awarded the Armed Forces Expeditionary Medal based on service in Lebanon or Grenada.
The applicant’s DA Form 2-1 (Personnel Qualification Record) does not list the Armed Forces Expeditionary Medal in item 9 (Awards, Decorations and Campaigns).
Army Regulation 600-8-22 (Military Awards) shows that the Armed Forces Expeditionary Medal was authorized for participation in Lebanon during the periods 1 July 1958 to 1 November 1958 and 1 June 1983 to 1 December 1987. This regulation also shows that the Armed Forces Expeditionary Medal was authorized for participation in Operation Urgent Fury in Grenada during the period 23 October 1983 to 21 November 1983.
Army Regulation 600-8-22, provides, in pertinent part, that the Armed Forces Expeditionary Medal is authorized for participants in military operations within a specific geographic area during a specified time period. An individual, who was not engaged in actual combat or equally hazardous activity, must have participated in operations or in direct support of operations for 30 consecutive or 60 nonconsecutive days.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. The Board considered the applicant’s contention that his unit served in support of military operations in Lebanon and Grenada. However, there is no evidence of record which shows that he was deployed to Lebanon and Grenada or that he was awarded the Armed Forces Expeditionary Medal. Therefore, there is no basis for awarding the applicant the Armed Forces Expeditionary Medal.
2. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
3. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
