2. The applicant requests correction of his records to show award of the Combat Infantryman Badge and the Armed Forces Expeditionary Medal for his participation in Grenada.
3. The applicant states that he served in armed conflict in Grenada and should be entitled to the Armed Forces Expeditionary Medal and the Combat Infantryman Badge. In support of his application, he submitted a copy of his DD Form 214 (Certificate of Release or Discharge from Active Duty).
4. The applicant’s military records show that he enlisted in the Regular Army on 16 February 1983 for a period of three years. He successfully completed basic and advanced individual training and was awarded military occupational specialty (MOS) 11B (light weapons infantryman). He later completed basic airborne training and was assigned to Fort Bragg, North Carolina. The applicant was discharged from active duty on 25 April 1984.
5. The applicant's DD Form 214 does not show the Combat Infantryman Badge and the Armed Forces Expeditionary Medal as authorized awards.
6. The applicant's DA Form 2-1 (Personnel Qualification Record) shows he was deployed to Grenada from 28 October 1983 through 4 November 1983 and was assigned to an "Imminent Danger Pay Area (Grenada)."
7. There are no orders which show the applicant was awarded the Combat Infantryman Badge. His DA Form 2-1 shows he was awarded the primary MOS 11B and was assigned to the 2nd Battalion (Airborne), 508th Infantry at Fort Bragg, North Carolina.
8. The applicant's DA Form 2-1 lists the Armed Forces Expeditionary Medal in item 9 (Awards, Decorations and Campaigns).
9. Army Regulation 600-8-22 (Military Awards) prescribes Army policy and procedures concerning awards. Paragraph 8-6 provides for award of the Combat Infantryman Badge (CIB), and paragraph 8-6i specifies that for
Grenada (Operation Urgent Fury) individuals must have met the criteria in paragraphs 8-6b and c to be awarded the CIB. These paragraphs state that there are basically three requirements for award of the CIB. The soldier must be an infantryman satisfactorily performing infantry duties, he must be assigned to an infantry unit during such time as the unit is engaged in active ground combat, and he must actively participate in such ground combat. Specific requirements state, in effect, that an Army enlisted soldier must have an infantry or special forces specialty, satisfactorily performed duty while assigned or attached as a member of an infantry, ranger or special forces unit of brigade, regimental, or smaller size during any period such unit was engaged in active ground combat.
A recipient must be personally present and under hostile fire while serving in an assigned infantry or special forces primary duty, in a unit actively engaged in ground combat with the enemy.
10. Army Regulation 600-8-22 provides, in pertinent part, for award of the
Armed Forces Expeditionary Medal for qualifying service after 1 July 1958 in
U.S. military operations, U.S. operations in direct support of the United Nations, and U.S. operations of assistance for friendly foreign nations. Qualifying service for this award includes the requirements to be a bona fide member in a unit and to be engaged in the operation, or serve in the area of operations, or be engaged in direct support of the operation provided this support involves entering the area of operations, being engaged in combat, participation as a member of an aircraft flying in support of the operation, or being recommended or attached to a unit recommended for award of the medal if the above criteria have not been met. The designated military operations and dates of eligibility for award of the Armed Forces Expeditionary Medal are specified in Army Regulation 600-8-22. This regulation shows that the Armed Forces Expeditionary Medal was authorized for participation in Operation Urgent Fury in Grenada during the period 23 October 1983 to 21 November 1983. Qualifying service for non-unit direct support personnel in Grenada is 6 consecutive days or 12 non-consecutive days.
CONCLUSIONS:
1. Evidence of record shows that the applicant served in Grenada during the period 28 October 1983 through 4 November 1983.
2. Records show the applicant was awarded an infantry MOS and served in an infantry duty position with the 2nd Battalion, 508th Infantry during combat in Grenada. Therefore, the applicant is entitled to award of the Combat Infantryman Badge and correction of his records to show this badge.
3. Based on the applicant's period of qualifying service in Grenada, he is entitled to award of the Armed Forces Expeditionary Medal. Therefore, his records will be corrected to show this award.
4. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing the individual concerned was awarded the Combat Infantryman Badge and the Armed Forces Expeditionary Medal.
