         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: That his Certificate of Release or Discharge (DD Form 214) be corrected to show that he completed a leader course at Fort Knox, Kentucky on 14 August 1953.

APPLICANT STATES: In effect, that he completed The Leaders’ Course and his DD Form 214 should be corrected to reflect the course. In support of his appeal he submits a copy of a Diploma that shows that he graduated from The Armored School after he successfully completed the Special Armor Reconnaissance Leaders’ Course. He also submits a copy of a certificate that shows that he completed a course in leadership and training methods at The Leaders’ Course.

EVIDENCE OF RECORD: The applicant's military records were lost or destroyed in the National Personnel Records Center fire of 1973. Information herein was obtained from reconstructed personnel records.

He was inducted into the Army on 27 January 1953 and he successfully completed his training as a scout car crewman.

A review of the available records shows that on 14 August 1953, the applicant successfully completed Leadership and Training Methods when he attended the Leaders’ Course at Fort Knox, Kentucky.

He was honorably discharged on 29 December 1954. Item number 31 (Service Training Courses Successfully Completed) on the DD Form 214 that he was furnished at the time of his discharge shows that he completed the Special Armor Reconnaissance Leader Course when he attended The Armored School in Fort Knox, Kentucky.

Army Regulation 600-8-104 sets forth the basic authority for Military Personnel Information Management/Records. It provides, in pertinent part, that entries will be made on the DD Form 214 for the successful completion of any course of instruction conducted under military sponsorship or direction, if the attendance equals or exceeds 40 hours.

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement



2. Although the applicant was furnished a certificate for successful completion of the Leadership and Training Methods at The Leaders’ Course, there is no evidence in the available records, nor has the applicant submitted any evidence to show that the length of the course was 40 hours or more.

3. Inasmuch as the Board cannot determine the duration of the course and since his DD Form 214 clearly indicates that he attended a leaders course, the Board has insufficient evidence to determine if an additional entry is warranted.

4. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
