PROCEEDINGS

         IN THE CASE OF:

         BOARD DATE: 26 July 2001
         DOCKET NUMBER: AR2001057918

I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual.

Mr. Carl W. S. Chun Director
Mr. Michael L. Engle Analyst

The following members, a quorum, were present:

Mr. Raymond V. O’Connor, Jr. Chairperson
Mr. Hubert O. Fry, Jr. Member
Mr. Eric N. Ancerson Member

The applicant and counsel if any, did not appear before the Board.

The Board considered the following evidence:

Exhibit A - Application for correction of military
records
Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.

2. The applicant requests, in effect, that his Enlisted Record and Report of Separation, Honorable Discharge (WD AGO Form 53-55) be corrected to show his correct Army Serial Number (ASN) in Item 2.

3. The applicant states, in effect, that his ASN is wrong on his WD AGO Form 53-55. The last three numbers read “288” instead of “228.” In support of his application he provides a copy of his Enlisted Men’s Pass, laundry stamp, and his military bracelet, each showing the last three numbers of his ASN to be “228.”

4. The applicant’s military records were lost or destroyed in the National Personnel Records Center fire of 1973. Information herein was obtained from reconstructed records.

5. The applicant’s WD AGO Form 53-55 shows in Item 2 (ASN) his last three numbers to be “288.”

6. The applicant’s reconstructed personnel file contains a limited amount of documentation, but clearly shows everywhere except on the WD AGO Form
53-55, that the last three numbers in his ASN are “228.”

CONCLUSIONS:

1. The evidence of record, combined with the evidence submitted by the applicant, clearly convinces the Board that the last three numbers of his ASN are “228” and should be reflected as such on his WD AGO Form 53-55.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case, particularly the WD AGO Form 53-55 of the individual concerned, be corrected by showing his ASN with the last three numbers being “228.”
