2. The applicant requests that he be awarded the Combat Infantryman Badge (CIB) for his service in Vietnam.

3. He states that at the time of his reenlistment his DD Form 214, Report of Separation, should have reflected that he had been awarded the CIB but it did not. He asserts that he served as a combat infantryman with the 1st Cavalry Division in Vietnam in 1970.

4. The applicant’s DD Form 214 does not reflect that he was awarded the CIB. His enlisted qualification record, however, shows that he was awarded the CIB by General Order 4183, Headquarters 1st Cavalry Division dated 19 March 1970.

CONCLUSIONS:

1. The evidence of record shows that applicant was awarded the CIB during his Vietnam service and apparently through an administrative error it was not recorded on his DD Form 214.

2. In view of the foregoing, it would be appropriate to correct the applicant’s records as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the CIB for service in Vietnam in 1970.

BOARD VOTE:

                       GRANT AS STATED IN RECOMMENDATION

                       GRANT FORMAL HEARING

                       DENY APPLICATION

The applicant states he was never credited with his CIB on his DD Form 214. The evidence of record shows the applicant completed training and was awarded MOS 11B. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. awarding him the CIB; b. deleting from item 24 of his DD Form 214 the Vietnam Service Medal; and c. adding to item 24 of his DD Form 214 the CIB, the Vietnam Service Medal with four bronze service stars, the...

The applicant states in effect, that he is entitled to award of the CIB, since he served in a combat unit from approximately June 1970 until January 1971. The record does not show that he was awarded any other ARCOM (with or without the “V” Device). The applicant’s DD Form 214 does not show that he was awarded the Purple Heart or the CIB. Furthermore, his Enlisted Qualification Record and the general orders awarding him the ARCOM with “V” Device show that he was an infantryman engaged in hostile action (at the time he was wounded) and as such met the prerequisites for award of the CIB.

The Vietnam Combat Certificate provided by the applicant with his application simply states that the applicant served with a unit of the 1st Cavalry Division for the period of 5 March to 13 April 1970. Therefore, in the absence of orders or sufficient evidence to show that he met the requirements for award of the CIB during his brief 38 days in Vietnam there appears to be no basis to grant his request to add the award of the CIB to his DD Form 214. Therefore, the Board determined that the...
