2.  The applicant requests reconsideration of his request to have his military records corrected to reflect award of a second Meritorious Service Medal and a Gold Recruiter Badge. Additionally, the applicant now requests that his record also be corrected to reflect award of a “recruiter ring” which he received in recognition of exceptional dedication, perseverance, and skill.

3.  In support of his request the applicant now provides a copy of the orders awarding him the second Meritorious Service Medal and documentation supporting award of the Gold Recruiter Badge.

4.  Incorporated herein by reference are military records which were summarized in a memorandum prepared to reflect the Board’s original consideration of his case on 
25 September 1996.

5.  The Board originally concluded that while the applicant’s separation report did reflect entitlement to one Meritorious Service Medal there was no evidence, and the applicant had not provided any, which confirmed he was ever awarded the second Meritorious Service Medal or the Gold Recruiter Badge.

6.  Orders confirming award of the applicant’s Gold Recruiter Badge were issued by the Army’s Recruiting Command in September 1976.

7.  The applicant was awarded his first Meritorious Service Medal for his achievements during the period 1 September 1975 through 4 October 1976.  His second Meritorious Service Medal was awarded in recognition of his meritorious service between December 1984 through February 1987.  The award was confirmed in documents issued in May 1987, after the applicant had separated from active duty.

8.  The recruiter ring, which the applicant received in April 1981, is part of a package of recruiter incentives developed by the Army’s Recruiting Command.  Like locally produced certificates of achievement, appreciation or recognition, such incentive awards are not reflected on an individual’s DD Form 214.

CONCLUSIONS:

1.  The evidence of record confirms the applicant was awarded two Meritorious Service Medals while on active duty and a Gold Recruiter Badge.  However, only one Meritorious Service Medal is reflected on his separation document.

2.  Although the applicant received a recruiter ring in recognition of his exceptional performance as a recruiter the item is considered a recruiting incentive item and not authorized for inclusion on the DD Form 214.

3.  In view of the foregoing, it would be appropriate to correct the applicant’s records as recommended below.

RECOMMENDATION:

1.  That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded two Meritorious Service Medals and an Army Gold Recruiter Badge.

2.  That so much of the application as is in excess of the foregoing be denied.
