      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his records be corrected to
show his award of the Meritorious Service Medal (MSM), Glen E. Morrell
Order of Recruiting Excellence Award, and Recruiter Ring Award.

2.  The applicant states, in effect, that he has documented proof to show
that he was awarded the MSM, Glen E. Morrell Order of Recruiting Excellence
Award, and Recruiter Ring.

3.  The applicant provides the following documents in support of his
request:  Recommendation for Award (DA Form 638); MSM Certificate;
Headquarters (HQ's), United States Army Recruiting Command (USAREC)
Memorandum, dated 16 August 1999; United States Army Medical Detachment
(MEDDAC),
1st Recruiting Brigade, Memorandum, dated 16 June 1999; Certificate of
Commendation, dated 16 August 1999; and Glen E. Morrell Order of Recruiting
Excellence Certificate.

CONSIDERATION OF EVIDENCE:

1.  The military records show that the applicant enlisted in the Regular
Army and entered active duty on 13 January 1983.  He was trained in,
awarded, and served in military occupational specialty (MOS) 11B
(Infantryman).

2.  The Personnel Qualification Record contains an entry in Item 17
(Civilian and Military Schools) that shows that the applicant completed the
Army Recruiter Course in the year 1988.  Item 35 (Record of Assignments)
shows that he began to perform duties in MOS "00R" (Recruiter) in 1988, and
that he continued to perform in this specialty until he was promoted to
master sergeant (MSG), at which time his MOS converted to "79R."

3.  The applicant continued to serve until he was honorably released from
active duty (REFRAD) on 30 September 2003, for the purpose of retirement.
At the time, he had completed a total of 20 years, 8 months and 18 days
total active military service.

4.  The separation document (DD Form 214) he was issued upon his REFRAD
contains an entry in Item 13 (Decorations, Medals, Badges, Citations and
Campaign Ribbons Awarded or Authorized), which shows he was awarded the MSM
(2nd Award).  Item 13 does not include the Glen E. Morrell Order of
Recruiting Excellence Award or Recruiter Ring in the list of awards.  The
applicant authenticated this document with his signature in Item 21
(Signature of Member Being Separated) on the date of his separation.
5.  The applicant submits a DA Form 638 and an MSM Certificate that show he
was awarded the MSM with 2nd Oak Leaf Cluster (OLC), as announced in HQ's,
USAREC Permanent Orders (PO) Number (#) 76-7, dated 7 March 2003.

6.  The applicant also submits a HQ's, USAREC Memorandum, dated 16 August
1999, and a Certificate of Commendation that show he was awarded the
Recruiter Ring; and he provides a Certificate that confirm he was inducted
into the "Glen E. Morrell Order of Recruiting Excellence”.

7.  Army Regulation 635-5 (Separation Documents) prescribes the separation
documents that are prepared for individuals upon retirement, discharge, or
release from active military service or control of the Army.  It also
establishes standardized policy for preparing and distributing the DD Form
214.  Paragraph 2-4h(13) states, in effect, to list awards and decorations,
verified by the Soldier's records, for all periods of service in the
priority sequence as specified in Army Regulation 600-8-22.

8.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent part,
that the Meritorious Service Medal is awarded to members of the Armed
Forces of the United States or of a friendly foreign nation who distinguish
themselves by outstanding meritorious achievement or service in a non-
combat area.  As with all personal decorations, formal recommendations,
approval through the chain of command, and announcement in orders are
required.  Recommendations must be made within 2 years of the event or
period of service and the award must be made within 3 years.  An oak leaf
cluster is used to denote award of second and succeeding awards.  The Glen
E. Morrell Order of Recruiting Excellence or Recruiter Ring are not
included in the list of authorized Army awards contained in the regulation.


DISCUSSION AND CONCLUSIONS:

1.  The evidence of record confirms the applicant was awarded the MSM on
three separate occasions, and he provides documents confirming that the
third award of the MSM was properly announced and authorized in permanent
orders. Therefore, it would appropriate to add the MSM 2nd Oak Leaf
Cluster, which denotes three awards of the MSM, to the list of awards
contained in Item 13 of his separation document.

2.  The supporting documents submitted by the applicant also clearly show
he was inducted into the "Glen E. Morrell Order of Recruiting Excellence"
and that he was awarded the Recruiter Ring.  However, these were USAREC
command authorized awards and are not included in the list of authorized
awards contained in the Army’s Military Awards regulation.  As a result,
there are no provisions that provide for including them on the separation
document.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by showing the applicant received the Meritorious
Service Medal 2nd Oak Leaf Cluster (3rd Award); and by issuing a correction
to his separation document to reflect this award.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
adding the Glen E. Morrell Order of Recruiting Excellence and Recruiter
Ring to his separation document.
