THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) dated 6 February 2010, to add:
* a Letter of Appreciation dated 12 August 1985
* the First Gold Wreath Award for Excellent in Recruiting
* a Letter of Appreciation dated 30 April 1985
* the Navy Pistol Expert Medal, dated 12 September 1987
* sharpshooter qualification rating
* Naval Aviation Officer Candidate School military education
* his Navy primary specialty
* Student Naval Flight Officer as a primary specialty
* the Army Medical Department (AMEDD) Officer Basic Course
2. The applicant states he would like to have the modifications made to his DD Form 214 dated 6 February 2010 and to be reissued a DD Form 214 after the modifications are made.
3. The applicant provides:

CONSIDERATION OF EVIDENCE:
1. The applicant's Naval records are not available for review. However, he submits a DD Form 214 dated 23 June 1983 showing he was a member of the U.S. Naval Reserve (USNR). Item 11 (Primary Specialty Number) on this form shows "NFOC-0000" [Naval Flight Officer Candidate -no specific specialty] as his military occupational specialty (MOS). Item 14 (Military Education) shows "Naval Aviation Officer Candidate School, 13 wks, Jun 83. Aviation Indoctrination, 5 wks, Jun 83." This DD Form 214 shows he entered active duty on 11 February 1983 and was discharged for the purpose of accepting a commission as a Naval officer.
2. He submits a second DD Form 214 dated 2 June 1984 showing his status as a member of the USNR. Item 11 shows his MOS as 1375 Student Naval Flight Officer (11 Months). Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) shows he was awarded the Navy Pistol Marksmanship Ribbon, 17 June 1983. This DD Form 214 shows he entered active duty on 24 June 1984.
3. On 17 February 2006, the applicant accepted an appointment as a U.S. Army Reserve (USAR) commissioned officer in the rank of captain (O-3). He was ordered to active duty in support of Operation Enduring Freedom, effective 20 March 2008.
4. He retired on 6 February 2010, due to physical disability. Item 11 on the DD Form 214 he received shows this MOS as 72C Audiology (1 Year, 11 Months). Item 13 shows the following awards:
* Joint Service Achievement Medal
* U.S. Navy Achievement Medal
* Joint Meritorious Unit Award
* Navy Meritorious Unit Commendation
* Army Reserve Component Achievement Medal
* National Defense Service Medal with bronze star
* Global War on Terrorism Service Medal
* Humanitarian Service Medal
* Naval Recruiting Service Ribbon
* Army Service Ribbon
* Navy/Marine Corps Overseas Service Ribbon
* Armed Forces Reserve Medal with "M" Device (Second Award)
* Armed Forces Reserve Medal with 10-Year Device Bronze
* Military Outstanding Volunteer Service Medal
5. The entry "None" was made in item 14 on his final DD Form 214.
6. The applicant submits Letters of Appreciation and a memorandum dated 30 July 1987 showing he was nominated for the First Gold Wreath Award for Excellence in Recruiting. He also submits a notification showing he is authorized the Navy Pistol Expert Medal and an untitled, printout showing he qualified as a sharpshooter. He submits a Service School Academic Report showing he completed the AMEDD Officer Basic Course (Reserve Component) on 16 December 2006.
7. Army Regulation 635-5 (Separation Documents) serves as the authority for the preparation of the DD Form 214. It provides that the DD Form 214 will be prepared to reflect an individual's service as it exists on the date of release from active duty, discharge or retirement. It states:
* the titles of all MOSs or area(s) of concentration (AOC) served in for at least 1 year will be entered in item 11 and will include the number of years and months served
* all awards, decorations, medals, badges, citations and campaign ribbons awarded or authorized for all periods of service will be entered in item 13
* all formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 by title, length in weeks, and month and year completed will be entered in item 14
8. There are no provisions for entering Letters of Appreciation on the DD Form 214.
DISCUSSION AND CONCLUSIONS:
1. The applicant's contentions have been noted. The evidence he submitted has been considered.
2. However, there are no provisions for entering Letters of Appreciation on the DD Form 214. Therefore, his Letters of Appreciation should not be added to his DD Form 214 dated 6 February 2010.
3. The applicant's DD Form 214 dated 23 June 1983 shows he was a Naval Flight Officer Candidate without any specific specialty. He was discharged for the purpose of accepting a commission as a Naval officer. It does show the title of his MOS, but it shows that he served in that MOS for less than 1 year. His DD Form 214 dated 2 June 1984 shows his MOS as "Student Navel Flight Officer" and it shows he served in that MOS for less than 1 year. These MOSs should not be added to his DD Form 214 dated 6 February 2010.
4. The military education he is requesting to have shown on his final DD Form 214 was not completed during the period of service covered by that DD Form 214. Therefore, the military education was properly not included therein.
5. The available evidence shows that he was nominated for the First Gold Wreath Award for Excellence in Recruiting; but, does not show such nomination was approved and/or presented. Therefore, it should not be added on his final DD Form 214.
6. Additionally, the printout showing he qualified as a sharpshooter does not show when or where he qualified for this award. Furthermore, there are no available orders awarding his this badge. His DD Form 214 should not be amended to include these awards.
7. The available evidence shows that he was awarded the Navy Pistol Marksmanship Ribbon and the Navy Pistol Expert Medal. According to Army Regulation 600-8-22, his DD Form 214 dated 6 February 2010 should be amended to add these awards.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his final DD Form 214 dated 6 February 2010 to show he was awarded the Navy Pistol Marksmanship Ribbon and the Navy Pistol Expert Medal.
2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to amending his final DD Form 214 to show additional MOSs, military education, Letters of Appreciation, the First Gold Wreath Award for Excellence in Recruiting, or that he had qualified as a sharpshooter.
