2. The applicant requests, in effect, that item 12e (Total Prior Inactive Service) on his DD Form 214 (Certificate of Release or Discharge from Active Duty for the period ending on 26 April 1993 be changed from 30 years, 6 months, and 27 days to 0 years, 6 months, and 27 days.
3. The applicants DD Form 214 for the period ending on 26 April 1993 shows that his date of birth was 18 March 1974; that he entered on active duty on 15 October 1992; that he was separated on 26 April 1993; that he had 6 months and 12 days net active service during that period; that he had completed 30 years (sic), 6 months, and 27 days prior inactive service; and that he was released from active duty training under Army Regulation 635-200, chapter 4, by reason of expiration of term of service.
4. On 4 February 1994, the applicant enlisted in the Regular Army, in pay grade E-2, for 3 years.
5. The Defense Finance and Accounting Service, in a comment to the Board, advised that it had verified from the master military pay file that the applicants pay date is 18 March 1992; that his active duty date started on 15 October 1992; and that the applicant is correct that item 12e is incorrect. It was recommended that a DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty) be issued to change block 12e from 30 years, 6 months, and 27 days, to read 0 years, 6 months, and 27 days.
CONCLUSIONS:
1. The evidence of record indicates that the applicants pay date is 18 March 1992, and that he had completed only 6 months and 27 days prior inactive service at the time that he entered on active duty for training on 15 October 1992. Therefore, item 12e on his DD Form 214 ending on 26 April 1993 incorrectly shows 30 years, 6 months, and 27 days total prior inactive service.
2. The foregoing is supported by the opinion from the Defense Finance and Accounting Service.
3. In view of the foregoing, it would be appropriate to correct the applicants records as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by issuing a DD Form 215 showing that the individual concerned completed 0 years, 6 months, and 27 days total prior inactive service in item 12e of the DD Form 214 for the period ending on 26 April 1993.
