AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE FD-2013-00760

 GENERAL:         The applicant appeals for upgrade of discharge to honorable, to change the reason and authority for the discharge, and to change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

 FINDING:         The request for the upgrade of the discharge and to change the reason and authority for discharge is granted. However, the Board denies the change to the reenlistment code.
ISSUE: Applicant received a General discharge for Misconduct - Minor Disciplinary Infractions

 Applicant contends discharge was inequitable because it was too harsh. The records indicated the applicant received three Letters of Reprimand and six Records oflndividual Counseling. Her misconduct included failed to meet standards, failed to return to duty, inappropriate off duty activates, failed to go to appointment, failed to go to duty on time on several occasions, dereliction of duty, excessive use of telephone while on duty, and failed to return to duty after lunchtime. After a complete review of the records, the Board found the applicant's misconduct to be very minor in nature and did not rise to the level of a General discharge.
CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.
However, in view of the foregoing findings, the Board concludes that the overall quality of applicant's service is more accurately reflected by an Honorable discharge and the reason for the discharge is more accurately described as Secretarial Authority under the provisions of Title I 0, USC 1553.
